MR. JOHN ROWLANDS. I Retirement of Veteran Schalmaster I and Litterateur. A public meeting wa-s held at Waunar- lwydd Schools on Thursday evening, to consider the best means of recognising; the services of Mr. Rowlands, who has been headmaster of the above school for over 40 years, and who is retiring at the end of the school year. The Rev. J. Jones was unanimously adopted as chairman, and emphasised the point that in addition to being head- master Mr. Rowlands was a prominent public speaker, and as a writer his name needed no introduction to the readers of the Leader." Councillor J. J. Thomas surveyed Mr. Tiowlands's public work for a period of 30 to 40 years. It was decided to raise a public testi- monial for that purpose. Mr. D. V. John and Mr. J. CHURCH ARMY HOME. I Charles Henry Beale, blacksmith, was charged at Swansea on Saturday with stealing a blanket, overcoat, and a pair of gloves value in all- 40s., the property of Frank Boon, from the reading room of the Church Army Home at Sw-ansea., He wis also charged with being a con-I vict on licence, and failing to notify change of address from Swansea. Thoro was a further charge of felon- 'onsly converting to his own u«e a .1 r watch he had been entrusted with on September 20th. Frank Boon gave evidence. lie had left his overcoat, with gloves in the pocket, in the reading room of the Church Army Home in Swansoa on September 19th and missed them next day. Det.-Sergt. Eynon arrested defendant at Hereford Police Station. He admitted (hat was the coat," but denied that he had any gloves. He was committed to Quarter Sessions. j I Prosecution had no objection to bail, which was granted—himself in £ 50, and two sureties of .£25 each.

KING'S "VISITOR." Thomas Davies, the twenty-year-old turner, of Picton-9ired, Camberwell, who in the early hours of November 7 was found wandering about the grounds o? Buckingham Palace, was discharged at Bow-street yesterday. When arrested he said, I did not mean any lirrai to anyone. I got over the wall by climbing up the ivy." Detective-Inspector West stated that from inquiries made he was satisfied that Davies bore a perfectly good character, and that he entered the grotinc4 of the palace with no felonious intent.

I AIR SPACE. Conversion Problems ) For Highways Committee I At a meeting of the Swansea Highways Committee on Friday afternoon. Mr. Dd. Williams was voted to the chair. Acting under executive powers from the Council, the committee considered several plans, and among those passed were many I for alterations and garages, and additions to the Woodman Inn. Blackpill. On plans for additions to shop premises in Alexandra-road, which the Borough Engineer recommended should be passed as in order, the Chairman asked whether additions would not interfere with the outside air epace, as was done in a recent I ease of a dwelling-housa plan. which the committee refused. I AIR SPACE QUESTION. I The Borough Engineer (Mr. J. R. Heath) I argued that with a street changing its character from residential to business as tins street WM, there must bo discretion in applying the bye-laws. This had been done in most conversions of dwelling- houses to business premises. A lock-up shop did not require such air space as a private dwelling-house. The Chairman pointed out that people had to live in those premises for eight hours per day. He admitted that strict application of the bye-laws had been im- possible in some such oases, but he did not want it overlooked that while the j borough engineer had insisted on strict II compliance in dwelling-houses he waived it m this case. There would be a good deal more in the argument if the council ¡" participated in the enhanced value of the land. The recommendation to approve was ac- I cepted, Mr. Ball voting against in view of his unsuccessful advocacy of similar dis- cretion in the recent case of the dwelling- i llOll.'W*. J GARAGE PLAN. I ?ITINERANT MUSICIAN. L I Children on Broken Door in I Disused Smithy. Said to be an itinerant musician, David Bell, together with Mary James, with whom he lived, were charged jointly at Neath on Friday with neglecting David John James, aged five years, and Ivor James, aged three years. Prosecuting on behalf of the N.S.P.C.C., Mr. Edward Powell said the accused were arrested the previous night by Inspector Evans, of Britonferry. Shortly after 8 c'ctocb on Friday night the inspector climbed the mountain between Court Sart and Giant's Grave, and there, is an old disused blacksmith's shop, he found the two children huddled together on the floor. LYING ON A BROKEN DOOR. I They were lying on a broken door. and covered over with rags. An attempt had been made to kindle a fire with sticks. The accused were present at the time. As far a.s he knew, Bell was a cripple, and was a tailor by trade, but instead of earning a livelihood by his trade ho went about the country playing a mouth organ. The woman and the children went with Tiim, and after the Bench had heard the evidence, he would the children be sent to the Cottage Homes. They were ill-nourished, thin, and deli- cate, and in the present circumstances had not the slightest chance in life. Inspector Evans bore out in evidence the solicitors statement, and added that when he searched the accused at the police station he found on Bell 21 12s. 6d. and 6s. 3d. upon James. The Chairman: Do you know what they have been doing lately? Witness; From what Bell told me, they have been going from place to place, Bell playing a mouth organ. Bell said he had done his utmost to find a shelter for the children. He had lived in Swansea and at Aberavon. and failed. He never neglected the children, and he was temperate in his habits. FINDING LODGINGS. I Mr. Edward Powell at this stage asked that the accused be remanded in cifstody for a week, and that in the meantime the children be sent to the Cottage Homes. Accused: It is not my fault, jentleroen. I have searched in vain for lodgings. The Magistrates' Clerk The magistrates are now going to find you lotiging-s-a nice comfortable warm place in Swansea. Accused were then remanded in custody for a week, and the two children were handed over to Inspector Beet, of the N.S.P.C.C*
