ADULTERATION or FOOD.—Mr. Bancroft, F.C.S., chemist, Well-street (as our readers are aware) has been appointed at the Court of Quarter Sessions analyst for the County of Denbigh, and we have pleasure in stating that he is now fully prepared to fulfil the duties of his appointment, having purchased, at a heavy outlay, all the necessary and most modern improved instruments for the purpose of analysing every article of food and drink. Too much importance cannot be attached to what we eat and drink, when in these days almost every article of consumption is to some extent rendered im- pure, and in some instances poisonous, through adultera- tion. A fortnight ago the Liverpool newspapers con- tained reports of an examination of cream supplied to one of the institutions of the town, and the result showed it to be a mixture of gum and starch An Act of Parliament is in force to check these vile pratices, and any persons (in the County of Denhign) wishing to avail themselves of it may do so, at a nominal cost, by Mr. Bancroft, and in cases of conviction all costs will be reimbursed. Food or drink may also be analysed for private satifaction sake, without being necessitated to go through the ordeal of a public prosecution. Cor.NTY PETTY SKSSIOXS, Monday, the 8th instant,- Before the Rev. K J- Owen. A case of assault-Jan. Roberts v. D,tiliel Jones- was adjourned, at the request of the defendant, till the next fortnightly sessions. Two or three summonses were issued for the same sessions, and the court was afterwards closed. BOARD OF GUARDIANS. I At the meeting of the above Board on Monday last, the following guardians were present—Rev. D. I'oberts (in the chair). Rev. E. J. Owen, KewK. Thelwall. Rev J. It Owen, Rev. J. 0. Jones, Rev. J. C. Davies, I. Williams, K*j., Captain Cooke; Messrs. J. Jones, Oak- lands, 11. GrantUan, J. W. Lloyd, J. Davies, Evan Davies, J. Barber, Edward Humphreys, John Roberts, H. Hughes, and R. Pai ry. Llausannan. The Hifiha'ity Board.—The following letter was read by the Chairman 1 by the Chairm,m "Ruthin, May 8th, 1865. "Ruthin Uigliwiy Board. "Dear Sir,—I am instructed by the above Board to state that, under a recent Act of Parliamellt (27 and 28 Vic. c. 101), the highwav rates for the parishes if Llau. fwrug, IJanvnys, Llanrhydd, and Llaufaii-Dyttryn- Clw^l, are for the future to be assessed and levied by the waywardens, in consequence of the>e parishes being situate partly within and partly without the borough of Ruthin. The waywardens are anxious to engage the services of the assistant overseers to collect such rates, biit I)e- fore doing so they are desirous of obtaining the sanction of the Board of Guardians for the assistant overseers to perform the duties mentioned, will you kindly name the matter to your Board on Monday. "I am satisfied that the collection of the highway rates iu the above parishes will not interfere with the collector's present duties, inasmuch as the orders of both « Boards are issued simultaneously, and the rates could be collected together. The Chairman said the guardians would neither sanc- tion nor object to the request of the Highway Board. It was of no consequence to the guardians what the assistant overseers did if they attended properly to the duties of the Union. (Hear, hear.) Mr. Jones, Oaklands, as a member of the Highway Board, enquired if it was possible to have the use of the old Schoolroom in the Workhouse to hold the meetings of the Highway Board. The Clerk said the Poor Law Hoard had refused in the Wrexham Union to sanction the use of the Work- house for any purposes except for Union purposes. Mr. Lloyd said it was no matter what the Poor Law Board had decided in the Wrexham Union; they decid- ed all sorts of ways. (Laughter.) There could not be, he thought, any reasonable objection to grant the use of a room which was of uo use at present in the Work- house. It was agreed to refer the subject to the Poor Law Board. Vaccination.-Captain Cooke and Rev. J. R. Owen complained of neglect on the part of Dr. Jones, one of the Union medical oiffcers, in vaccinating children in the parish of Llanfarras. It was alleged that lie had not vaccinated in that parish since November last, nor had he appeared at all on the first and second Tuesdays in every alternate month at a fixed place in the parish, viz., the Druid Inn, as required by the terms of his con- tract with the Board. Captain Cooke said he was informed that there were thirty children now in the parish waiting to be vaccinated. Dr. Jones was sent for, and having arrived before the Board, he was desired to give an explanation. He ad- mitted not having attended the parish since November last, because he had not been asked to do so. The Chairman sharply replied that it was his duty to go there, whether asked or not, twice every alternate month. Dr. Jones said that attending at fixed times and places had failed to work practically, and the medical officers had consequently adopted the system of going to the houses of parents who wished to have their children vac- cinated. Most parents positively refused to have their children operated upon. The Chairman remarked that the remedy in those cases was to summon the parents before the magistrates. All parents were bound, under a penalty, to get their children vaccinated. Dr. Joues said it was a very unfair thing for a medi- cal man to summon people before magistrates, and there- by make himself unpopular. The Chairman replied with emphasis that popu- larity or "mob" influence should not stand in the way of an officer to perform his duties. He wished Dr. Jones ti understand, in plain words, that unless lie ful- filled the terms of his contract the Board would be obliged to find another officer to do the duties pro- perly. Dr. Jones promised to pay strict attention in future to his contract. Llanferras Schoolroom was appointed as the fixed place for the Doctor to vaccinate, instead of the Druid V Ruthin Minus an (her.-eer.—Mr. Jones, Oaklands, called attention to the fact that the office of overseer was vacant in the parish of Ruthin. The Chairman said the guardians were not bound to inte-fere in the matter. The parish itself in vestry was the proper authority to appoint an overseer. Relief.Ili going through the relieving-officers' books, the case of the widow of the poor man that was killed at Llanbodr Hall was mentioned and discussed. She has a family of seven children. Captain "Cooke said that subscriptions were being raised to help the widow, but lie trusted the Board would not consider that in granting her relief. The Chairman observed that the guardians had only power to relieve in cases of destitution, and of course they could not shut their eyes to the fact that this wo- man was about to receive relief from another source. Captain Cooke maintained that it was wrong for, the Board to reduce the woman's relief because she obtained aid from sympathising friends. A sum of as. a week was ultimately allowed. Finance.— £ 190 lis. 6d. was expended in out-relief during the past fortnight. Balance in the treasurer's hands, £ 2ti2 13s. Workhouse.—The Master reported that there were 84 paupers in the Workhouse against 92 the corresponding week last year; and that he had relieved 21 vagrauts since the previous Board-day.
