Letters from Lisbon state that when ihe Consul complained to the Portuguese Foreign minister, he obtained i.o otlw answer than that the British officers in question were mistaken for Frenchmen; and that ,,o further explanation ouljhttobe required. These letters bring accounts that the French Admiral has lent from the Tagus the Portuguese .hips of war' of various sizes, to the number of eight. J liu took place on the 13th -if Au-Mbt, and on the following da J-the whole of the French squadron wore to depart, with the exception uf a large Irigate alld corvette, for Brest and Toulon. That this Meeting deeply sympathizes with the relatives and friends of the unforunate persons, upon whom this world so suddenly closed, by the wreck of thte Rothsay Castle. That, fully impressed with the conviction, that under every afflicting circumstance a gleam of COli: solation is ever permitted to brighten the gloom, the Meeting views with the most pleasing satis- faction the conduct of their countrymen on the whole range of coast bording on the melancholy catastrophe. It is only from report they can judge of the active and energetic zeal manifested in rescuing from a watery grave the few that were saved from report also and personal knowledge, they are proved to bear testimony to the universal honesty displayed in the preservation of property, -properly whieh might, with verv slight chances of detection, have been converted to private use thev anxiously hope that this principle or charity may never fail. And to mark more particularly their approbation of such conduct, It was filrther resolved, that, a subscription be immediately opened to reward the most active iii saving life and property, as well as to afford tern. porarv relief to the indigent survivors, strangers to out shores, who may have lost their whole pro- perty, uii(I their sole means of support. Member then instanced a number of high literary Authorities, amongstwhom were Loeke, Blackstone, Swift, and Johnson, who were favourahle to a provision for the poor. He next appealed to the history of all nations; however different in reli- gion, or in civilization, they all concurred iumakirg some provision for the poor. Why, he asked, should Ireland he an exception ? After alluding, in strong terms, to the shameful and inhuman neglect, with which the poor of Ireland had been treated, and noticing absenteeism as one of the tfreat grievances of which the country bad a right to complain, he entered into ft historical review of the condition of Ireland, and maintained that the upplieation of Poor Laws to Ireland was not, us find been contended, impracticable. The Honour able Member concluded by moving a resolution, declaring it to be expedient and necessary to in stitnte a legal provision for tiie poor of Ireland.
