MINISTERS AND THE OPPOSITION. (From the 'Northern Times.') There is no doubt that the Oppositionists conside- rably outnumber the Ministerialists in the House of Commons; but then there is this great difference in their respective posilil,us-that while the latter are a united and compact body, the former are split up into three or mote distinct sections; and it is only on some particular occasion that they could he wholly united. We hove before us, for example, a carelully-prepnred list ot the new House, distinguishing the members as Ministerialists, Independents, Pa',merstonial1s, UusBel- ites, and Brightites; and it discloses-tbe authority on which it is given declares- the following significant re- sults Thbt the Conservative party prNent a com. pact and united body amounting to 301; members.- Til St they outnumber the Palmerstonians by neatly three to one. That they more than double the Russell- Whigs. They have a majority of fifty one over the combined Palinerstonians and Russellites. That they beat these, even when strengthened by Mr. Bright's followers, by twenty-three. That there are sixty-five Independent members in the House and that, if one- halt of these gentlemen acted conscientiously ind free from the bias of factinus inotives-aritt we believe the number who are so resolvi d, to be considerably larger- in the very worst view of the case Ministers will com- mand a majority of twenty upon any resulution of con- fidence or question of naliollal policy which their poli- tical rivals may have the temerity to propose.

THE LIBERAL MEETING IN WILLIS'S ROOMS. (Fr,,ni the I Sun.') The remarkable facts about the Liberal meeting in Willis's noolDs are-that it was the assembly of a po- uitive and deplor..ble n:illority. and tlut that minority had not even the advantage of being by any means unanimous. Altogether—after such a wonderful flou- rish of trumpets there were only 274 there in answer to the round-robin circular. And on Monday, by four of the clock, there had" been sworn in 534 members in the House ot Commons. An aggregate 01 534 M.P.'s had taken the oaths ana signed the parliamentary rjll be- fore Mr. Speaker on the afternoon of the very day when 274 members answered the joint summons of Lord l'almerston and Lord John Russell. Compare that sum total of 274 with the aggregate of the members of the House—tijf—and there remains obviously a balance of very nearly tour hundred members who did not respond to the Siameso Summons to the fas' ionable concert room in St. James's. Alto ether, 380 were not in Willis's Hooms, leaving a clear majority of 106 to the non-respondents But even comparing the aggregate of thu-e present yesterday afternoon to listen to the opinions upon 11?e pre,ent c isis expressed by Lord Pal- merston, by Lord John Hnssell, Mr. Blight, Mr. Sid- ney Herbert, and the rt,st-coiiiparin;, this assembled crowd ot 274 M.P.'s with the total of those members actUallv sworn in before the Speaker by the close of Monday's sittings, the majority against them even then was of no less than 310 -a result giving a clear ad- vantage of 36 to their antagonists, or at any rate to the ion-sympatliisers Even regarding this assembly ot 274 at its best-it was a meeting ot a minority, as we have said, without the advantage of unanimity.

MONEY MARKET. London. Thursday Evening. The first quotation of Consols was 93! to i. whence they advanced to 93t to 94. closing with a firm ap- pearance. After to-morrow (Friday) when the lions- fer books shut, Consols will be quoted ex dividend. Bank Stock lelt oft at 219 to 2'22; liediiced and New Three per Cents., 921 to I India New LOdn, 931£ to.; India Bonds, 6s. to 2s. discount; and Exchequer bills, 22s. to 25s. premium.

SHARE MARKET. Thursday Evening. South-Eastern left off I per cent higher. Caledo- nian j, and most of the other principal English St-cks. J. Smith-Western, York, iiiid North Mid- land, North British, Great Northern, and Sheffield, were exceptionally without alteration. At 1 o'clock, London and North Western was quoted 88 to 89; Midland, 974 to 'J8 Great We.stern, 5."i to 51; South Western,881 to 89 i South-Eastern, G1j to 63 j and Eastern Counties, O-IJ to 55.

IMPERIAL PARLIAMENT. HOUSE OF LOKDS.—THURSDAY. The Law of Property and l iustees iteliet Amend- ment Bill was read a second time. The Earl of Shaftesbury inquired whether it was proposed by the government to grant a charter to the Roman Catholic Cullege of Dublin. The 1-arl of Derby said that there was no present intention to grant any such charter. The Marquis of Exeter brought up the Royal reply to their lordships' address. The Debtors and C,editors Bill, and a Bill to con- solidate the law relative to Joint Slock Companies, both introduced in the last session, were read a first time. Their lordships adjourned at 20 minutes to six. HOUSE OF COMMONS—THURSDAY. The adjourned debate on the Want ot Conhdence motion, wus resumed by Mr. Densy. The lion, gen- tlemen at great length proceeded to analyse the con- duct of the Derby Government sirce its coming into office. He objected both to its foreign and domestic policy; complained bitterly of the way in which it cajoled the ltuman Catholics at the late general election, and concluded by stating that it the Minis- try should happen to have a majority in this vote, it would be through the support ot stragglers from the Liberal Canli). Col. Dickson defended the Ministry from the aspersions of Mr Deasy, contending that the Roman Catholics were disgusted with the late Liberal Ad ministration, and even willing to give Lord Derby a fair trial. Mr. Duff Gordon would vote for the amendmen,t on the address, in consequence of the premature de- claration of neutrality by the Dei by Ministry. Mr. Bright then rose. lie was not about to defend Lord Palmerston, nor did lie wish to pass a censure upon the Government in consequence of the breaking out of war. They could not prevent it but he was of opinion that their neutrality principles WI re not bona fide ones. They were arming, raising fresh re- cruits both in army ami navy, and this could only be against France, and he protested against the con- stant increase of our expenditure in consequence of apprehended danger from France. He proceeded to analyse the Reform Bill introduced by the Derby Government, and argued that no rehallce could he placed on any promises made by the present admi- nistratiol) as to ally future i-eroriti iiieusuies. After many other persons had spoken, the House adjourned at 12.40 p.m.

THE MINISTRY. The majority of Ministers on the Amendment to the Addrett jo expected to be about Four! only. Mr. Gladstone is reputed to be strongly against the Derby parey- There are 16 or 18 undecided.

BY ELECTRIC TELEGRAPH. REUTER'S TELEGRAMS. Paris, Friday. The I Moniteur' publishes the following telegram Milan, 8th June. An important popular demonstration took place, in which a great number of the piincipal citizens as- sembled to cheer the Emperor in the Palace Court Yard. The Moniteur' publishes the following detailed bulletin of the passage of the Ticino The concentration of our troops on the Po deceived the enemy into a belief that we intended to cross. Oa th morning of the 1th, 25,000 of the enemy's troops were in position, opposite. The Emperor and Grena- dier division of the Imperial Guard were obliged to fight the disproportionate force. AU our Gener?t displayed great energy. French General Wymps wounded in the head. De9me and Mandhuit, com- manders of Grenadier Guards, killed. The Zouave* lost 200, and Grenadiers same number. The bulletin then describes the operations of Mar- slial M',Nlal)on, xvlio had to sustain a fierce conflict, in which he lost 7,500 men, but put 10,IIUO Austrians hors de combat, and made 5000 prisoners. The Aus- trians had four corps d' armee. The bulletin concludes with the following sum- mary.—"Five days after our departure from Ales- sandria, our army has been engaged in three com- bats, gained one battle, and freed Piedmont from the Austrians, who, since the conflict of Monte- bello, lost 35,000 killed and wounded, 10,000 prison- ers, and 17 pieces of cannon, besides which we have picked up on the battle field 30,01)0 Austrian's knap- sacks. Turin, June 9. Retreat of Austrians. The enemy has evacuated Lavenno, abandoning materials of war, and taking shelter in vessels in Swiss waters. Berne, June 9th. Last night 650 Austrians quitted Lavenno, leav- ing provisions and spiking guns, and arriving in Swiss territories. List to be made of men and arms, and this evening it will be sent into the interior to Bel- linzond. Marseilles, June 9. Athens Advices received. The I Experanza' state. that in the Greek Senate the Foreign Nliiiister said, that England and Russia in the same terms remain in strict neutrality and preservation of public order. Franco signified, that if the least disturbance bioke out, she would be obliged to intervene in concert with England to suppress it.

FRIDAY'S MARKETS. LONDON CORN MARKET.—FRIDAY. (From K inn if or d and Lay's Circular.) Attendance small, and large supply of foreign wheat induced millers to act with extreme caution, -factors being unable to obtain Monday's prices for English. Considerable quantity of wheat lefl over from that day remained unsold; of foreign, a large proportion goes to millers,—and holders, being disinclined to accept any material reduc- tion, no sales could be effected, and the bulk will be landed. Value of barley, beans, and peas unaltered. Oats very dull, and sales made with difficulty, even at decline of 6d. to Is. Very little doing in flour, and Norfolk 6d to Is. cheaper.- Weather fine. LIVERPOOL CORN MARKET-FRIDAY. Grain market dull and lifeless. The demand for all articles dull, and Tuesday's tales are barely sup- ported. In order to eflect sales in wheat and lfour, a reduction had to be acceded to. Weatlier-fine.

The Bank of England reduced its rate of interest on Thursday to three per cent. In consequence of the successful laying of the Red Sea telegraph cable, future telegrams from India may be expected to be accelerated about seven days. The Channel fleet will anchor at Spithead, on the 21th inst., and by additions up to that date will com- prise thirty pennants, of which there will be fifteen sail of the line- In the Court of Queen's Bench on Thursday, an application for a criminal information on behalf of two Retford magistrates, for an alleged libel in a local newspaper, was refused, Lord Campbell saying, there was no imputation of corrupt motives. By the arrival of the steamer Vigo, at Cork, Mr. Smith O'Brien landed at Queenstown. Key West had been visited with a severe conflagration, al.d most of the town was burned down, causing a great deal of pecuniary damage. The Steamer Ethiope arrived from the West Coast of Africa. She brings intelligence of the loss of the British gun-brig Heron, Captain Troscote, on the9ih May, in a gale, and the loss of 170 lives. The Capt. iind some twenty-five of the crew, were picked up by tt.e Ethiope. shortly after her leaving Lagos. The captain died on the passage home. MR. P.C. 29 brought a charge against David Williams, of Eglwysfacli, for an assault on the night of the 11th May, being Eglwjkfach Fair, by throwing stones at him. The accused, who was not present, wasfined £ 1, with lùs. (id. coats; or, a month's imprisonment, with hard labour.—The money was paid. P.C. 22 charged Evan Jones oDd Wm. Hughes with riding in their carts without reins on the 21st ult.- Each fined 2s. 61., with 9*. costs. Griffith Owen was brought up by warrant at the suit ot Jane Jones, for the order, made on the 16tli August, 1058, to support her illegitimate chiid.—Arrears due, Gs, costs, 10s. 2d.
