A eipnsl Turkish victory is announced on the strength of a telegram from Osmaa Pasha, said to have been received at Fera. The enemy, after two days' fighting, have, it is stated, lost 8,000 men, besides having .16,000 wounded. A great quantity of arms and ammunition is said to have fallen into the hands ot the Turks. The victory is considered decisive. Intelligence from several sources makes it plain that the troops under Osman Pasha have been en. gaged in fighting of a desperate character. The whole line of Russian communications appears to be seriously threatened. From Asia a despatch of Moukhtar Pasha's brings tidings of a Turkish victory, after a fierce cavalry contest of three hours. The Russian centre in that quarter continues on the move. A Turkish steamer eneountel ed off Oltenitza is reported to have been sunk by the enemy; a couple of f companion vessels escaped. The Montenegrin bombardment of Nicksics is still going on; a part of the town has been burnt.

In the criminal court of the Glamorgan Assizes, on Wednesday, it was arranged that the charge of manslaughter against the manager of the Tynewydd Colliery should be taken on Monday. Noah Jones was sen. tenced to two years' hard labour for a criminal assault at GeUygaer; Thomas Griffiths, for an unnatural offence, at Merthyr, was sentenced to 18 months, and Evan John, for a similar offence, at Loughor, 12 months' imprisonment. In the Nisi Prius Court the Cardigan will case was not con. cluded at the rising of the court. The Monmouthshire Assizes were resumed on Wednesday. In the Nisi Prius Court, the case of James v. Blaiberg resulted in a verdict being given for the defendant. In the Crown Court, the charge against Mr. James Brown, of Newport, for obtaining money by false pretences, resulted in the jury finding the prisoner guilty. Sentence was deferred. Active preparations are being made for the reception and entertainment of the Lord Mayor in the different towns of South Wales which his lordship has promised to visit. At a special meeting of the Swan- sea Town Council, held on Wednesday, it was resolved to "do the thing hand- somely," and an imposing demonstration is expected; The arrangements for entertaining his lordship in Cardiff may be said to have been completed, and the same expression applies to Aberdare and Pontypridd. A monthly meeting of the Cardiff School Board was held on Wednesday, when several matters were briefly discussed. A copy of the memorial sent to the Education Depart. ment in favour of adopting the compulsory Eowors of the board was laid before the mem- bers, and several modifications havinsr been made in the contract for the Wood-street schools taken up by Messrs. Purnell and Fry, the final settlement of the same was delegated to a committee. The death of Mr. John Batty Shandy secre- tary of the Rhymney Railway Company, took place on Wednesday morning, in Cardiff, in a sudden and unexpected manner. An obituary notice of the deceased gentleman will be found in another column. A verdict of wilful murder" has been returned by the coroner's jury against Cadwallader Jones, a farmer, of Pack, in respect to a recent mystery attending the death of Sarah Harhes. Two men, named James Lloyd, county court bailiff, and George Jones, collier, were on Wednesday committed for trial by the Ponty- pridd magistrates tor stealing two chairs, value 5a, the property of the registrar of the county court of that district, Six months' imprisonment with hard labour was the sentence passed by the Pontypridd magistrates, on Wednesday, upon-Leah Bart. lett, late a servant at Pentre, for stealing property of the value of about £ 64. Several fishery prosecutions took place at Cardigan on Tuesday, against persons for placing or using fixed let nets on the river Teifi. Samuel Griffiths, who had been for- merly convicted, waa mulcted in two fines of JElOMidcostaeach; Mcow Griiffths, for two offences, waa fined 95 and coats in each oase and David Morgan and Joan Davies were 2ned tS and 24 and costs respectively. The fines, amounting in all to £4Q, were paid, The suit of Philippe Y. Longbourue, in- volving a, claim to the Picton estate, waa again before the Probate Division of the High Court of Justice on Wednesday. After hearing counsel, Sir Jamee Hannen refused the rule to set aside the verdict, deeming it warranted by the evidence. A dividend of 5} per cent, per annum, under deduction of income tax, has been de- clared upon the ordinary stock of the Rhymney Railway. The traffic receipts of the Taff Vale Rail- way Company for the week ended July 28th show a dbcease of JMM; those of the Penarlh Harbour, Dock, and Railway Company a diminution of 9267; those of the Rhyinnoy Railway Company an increase of 9566. At the half-yearly meeting of the Llanellr Railway and Dock Company held on Wed. nesday, the report and accounts were adopted, and a dividend at the rate of 0 por cent, on the Ordinary and A'* Prefer- ence Stock declared.

In t he House of Commons on Wednesday the South Africa Confederacy Bill, after beiug subjected to a series of obstructions which had kept the House sitting through- out Tuesday night, passed through committee at ten minutes past two o'clock in the atter- noon. The East India Loan Bill was noxt read a third time and passed. The House, after having reached the 13th clause of the Supreme Court of Judicature Bill, adjourned at ten minutes past six p.m., having sat con- tinuously for twenty-six and a quarter hours, the longest sitting on record. It is stated that Lord Compton, eldest son of the Marquees of Northampton, the Hon. Fitzwilliam, who lately contested Hunting- donshire, and Mr. N. P. Sharman, shoe manufacturer, of Wellingborn, will come forward to contest the northern division of Northamptonshire, rendered vacant by the death of Mr. Ward Hunt. A Treasury paper was issued on Wednes- day morning, showing that the amount paid for the purchase of 176,602 sharos of the Khedive of Egypt in the Snoz Canal was k3,976,582 2s. 6a. The commission thereon of 2i per cent. paid to Messrs. M. de Roths- child and Sons was C99,414 lis Id, and other expenses incidental to the purchase were £ 625 14s lOd, making the total cost 24,076,622 8s 5d. In the year ending 31st fA. YOUNG and inexperienced members of the House of Commons have often wondered why the business of debate is cumbered with so many apparently useless forms, which seem framed at times only for the purpose of stop- ping the legislative coach. The recent acts of the new Obstructive party, formed mainly of a section of the Home Rulers, with a few extremists like Messrs. WHALLEY and DILL- WYN, must, however, have opened the eyes of young members as well as of that large number of outsiders who give but a perfunctory attention to the proceedings of Parliament. What is the cause of this ex. traordinary proceeding on the part of a hand. ful of Irish members ? Simply because they are thwarted in carrying a measure which would be prejudicial to the welfare not only of England, Scotland, and Wales, but to the very country which is clamouring for it. Almost the whole term of many recent sessions of Parliament has been devoted to the pacification of Ireland, to the exclusion of English, Scotch, Welsh, and Colonial interests. Yet Ireland is not yet pacified. Latterly this knot of Obstructives has sorely tried the patience of the House, and the CHANCELLOR of the Ex. CHEQUER at last wisely resolved to frame certain resolutions, with a view to putting a stop to their proceedings. These resolutions have received the support of every prominent member of the Liberal party. Biggae, ENNIS, O'Conob, SHEIL, and Sulli- VAN. The action of the member for Swansea is inexplicable, as his consequents are too sensible to lend countenancj to a course of procedure which would, if j. arsis tod in, become more unendurable than despotism itself. The Idche of voting for the opening of museums and picture galleries on Suu. days by a gentleman who was sent to Parlia- ment by the Nonconformists of Swansea is a trivial matter compared with this recent escapade of thê." homoeopathic Churchman." The Home Rulers have shown, by their quarrels with the Nationalists, and by their rowdy proceedings at Dublin and Manchester, that they are unfit to govern themselves, and yet Mr. DILLWYN gives them all the aid in his power in opposing a measure which is framed for the benefit of the entire nation. If all members acted on the linos of Mr. DILLWYN, we should no longer enjoy representative institutions. We should have to talk of "the hon. misre. presentative of Swansea," and the hon. ob. structive of Morriston." It may be charit- able to suppose that Mr. DILLWYN did not mean to impede the business of the country, and simply acted on an impulse to preserve the privileges of hon. members, but when liberty becomes license, it is time that Swansea electors should tell Mr. DILLWYN that his views are not in harmony with theirs. To be associated with Mr. WHALLEY is to be associated with all that is silly and undig- nified, and if Peterborough is contented to be represented by the very Genius of Stu. pidity, there is no reason why Swansea should follow in the same track. No Scotch num- ber was foolish enough to march through I Coventry" with Messrs. Dillwyn and WHALLEY in the second division, and so Scotland escaped from the absurd position in which England and Wales were placed by the action of two of their members, who certainly do not gain wisdom with age. On Tuesday the Obstructives recommenced their old process on the South Africa Bill, which they care not a tittle about, and the Bill did not pass through its final stage until past two o'clock on Wednesday afternoon, Mr. DILLWYN helping the Irish members to make the House of Commons the laughing- stock of Europe. The sitting was finally brought to a close in the usual way at six o'clock, after an uninterrupted sitting of twenty-six hours. Doubtless the House will speedily devise means for carrying on its proceedings with decorum in spite of this venomous Irish faction. Better that liberty of debate should be sacrificed for a time than that the government of the country should be rendered impossible by the tactics of the Biggars and Pamells, and other pachyder. matous obstructives.

THJI railway interest, represented by about six hundred millions of capital, will be con. sidered one of the most wonderful proofs in our future history that the age of Viotobia was one of marvellous physical energy in the direction of associated capital. It is true that raflway dividends do not average over the whole country more than four and a quarter pH mut., though ia the early stages of railway development it was thought that a much larger return would accrue to the ehMeholdeM. If capitalUta had not had to buy experiøn, it is doubtful whether the present admirable railway system of the country would have been developed to its present extraordinary extent, and the country would have been the loser. Although the word admirable may be fitly applied to the system, taken as a whole, there are still many difficulties to be overcome by the companies, and much hard- ship to be endured by the servauts, before the word will exactly represent tho position of each individual organisation. The recent report of the Railway Commissioners points out certain blots in oar present system, such as the extension of tho COIl). panies' liabilities to their servants, increased accommodation for the public, continuous brakes, interlocking points and signals, cen- tinuous footboards, restric'ion of speed on unsafe roads, and conveniences for crossing linos at stations, all of which the Legislature will have to deal with in somo shape or form at an early period, or the work of the Rail- way Commissioners will have been in vain. The Report of the Amalgamated Society of Railway Servants for 1876, which has just been issued, furnishes us with a vast body of facte and grievances, from the railway servants' point of view which will help us, in counection with the roo port of the Railway Commissioners, to form a just estimate of what yet remains to be done. This society is still in its infancy. The report shows that only 13,440 railway servants have thought it to their interest to try to remedy the evils under which they labour, while 40,000 remain aloof, contented with things as the) are, or too apathetic to move in the matter. The total assets of the society at the end of 1876 were only £ 16,160, with which they hope to fight the six hundred millions of the railway capitalists—a modern instance of an industrial DAVID and GOLIATH which is perhaps without parallel- The poet tells us that he is thrice armed who has justice on his sido, but even thus triply arrayed the railway servants could not hope I to succeed were it not for that innate sense of right and wrong which even British railway directors, as a body, must be allowed to possess. The railway interest in the House of Commons is very etroll". Perhaps a third of the mem- bers possess a stake in those vast corporations which are responsible for capital, represented in some cases by fifty or sixty millions of money. There is one feature in the report which is especially pleasing, as it shows that the Amalgamated Society of Railway Ser- vants will not lend its aid to any one of its members who are guilty of wrong against their employers, or against society at large. Of thirty-five legal cases which the society undertook to prosecute, it was success- ful in thirty-two, and when we consider what has been somewhat loosely called the glorious uncertainty of the law," the failure of only three cases out of thirty-five may be pro- nounced as victory all along the line." The death of the Rev. Canon Jenkins, of Aberdare, the railway apostle," is no. ticed in the report, and a memorial fund has been started with a view of ac- knowledging the self-sacrifice and unosten- tatious kindness" of the Canon towards the numerous body of railway officials, to whom he was & guide, philosopher, and friend for many years. The society has local branches at Aberdare, Abergavenny, Brecon, Cardiff Carmarthen, Merthyr, Neath, Newport, Pon- typool, Ruabon, Toudu, Tredegar, Ystrad Rhondda, and many other places in the neighbourhood of South Wales, all of which appear to be in a state of financial prosperity. The most saddening portion of the report deals with the killed and injured, of whom there were 3,872 during the year, and it seems to us to be the first duty of the society and the Legislature to minimise this terrible list, showing, as it does, an in- crease of 185 on the previous year. No labour spent by the society or the Legislature will have been spent in vain which will effect that object.

Not that she is wanting in scenic beauty, in historic attraction, or lacks those rural scenes where the classic recalls his Ovid, and lovers dream life's fleeting dream. No. But then Merthyr is associated with ironworkers dingy of hue, and with colliers dingier stilland few believe that in Pontsarn the town has a little paradise, and in Pentwyn a lake, in name at all events, aud some contend in look, recalling the famed one of Geneva. Then she has Penydarran field, where the victuallers' and other sports are held, in a place worthy of ranking as the etcetera of any mansion; and thithor, on Monday, marched fifteen hundred of tile employes of the Taff Vale, their wives, their sweethearts, and friends, from Cardiif. The spectacle was a most interestinar one. It was labour, important labour-labour upou which so much of our comfort, and interest, and happiness mt-taking its holiday, re- posing under shady trees, dancing with agile step, sportively enjoying itself in fact, which it did one good to witness. Here is the sedate driver, whom for years wo have seen posted on his brassy monster, fleeing like tho wind. Now he seateth himself, and quaffs the brown nectar, and smokes the pipe of peace. Here are crowds of engine cleaners, no longer oily and sooty, with cotton wick in hand, and fingers so muddy that to clean them is a mystery. Here they are, bright and healthy looking, tull of frolic, and jumping as nimbly as kangaroos. And those silent men! Those slightly animated directing posts, which hold out white flags, green flags, or red fiags, at stray cornersM if eccentrically, by the side of little boxes every day without change, no matter the weather, year after year 1 Here, too, are they come from their exile to shake the legs as nimbly as they have ever shaken flags, and toast the health of the Taif Vale in bumpers. We regret to have to announce the sudden and unexpected demise, at an early hour on Wed- nesday morning, of Mr. John Batty Shand, the esteemed secretary of the Rhymney Railway Company. The deceased gentleman had recently been absent from Cardiff, spending his annual holiday, going first to Iifraoombe and thenoe to Bournemouth, the air of the former place not agreeing with him. On his return he sfcmed much benefited by the ohangtt, and, on Tuesday last, he attended a meeting of the board of directors, convened for the preparation of the half-ywly report, ajfcarently in good health_ Towards the cloee or- the proceedings, which lasted several hours, ht however, complained of being fatigued, but didfeot exhibit any symptoms of dangerous illness. Immediately on reachi ig his residence, 13, Windsor-plane, he went to bed, and about seven o'clock on Wednesday morning Miss Shand, his sistor,' M hearing him vomiting, went to his room, whet* she remained for some time.
