I nml reference to the scheme submitted by the surveyor (Mr. Harpnr) for the ooaaoJidation of the 10AJI" r\f fhAhnard, The CLERK (Mr. T, Williame) reported that the committee appointed to consider it met on rues. day, and decided, on the proposition of Mr, Bryant, to defer its further discussion. It was also agreed to recommend the appointment of a small committee to consider a suggestion made by Mr. J. W. James for reborrowing, annually or otherwise, a certain Bum of money to replace the excess of payments made by the board out of the general district rate for certain permanent works. The CHAIRMAN specified his reason for the course lie had adopted. Th? surveyor's scheme, he remarked, was oongidered by the committee to be too extensive for present adoption, but it was felt that the board might very fair y take into consideration some method of relieving the ratepayers of the great expense into which they had been thrown during the last 17 years by the loss of the water works. The general district rate had in respect of that loM been taxed to a large amount-something like .e.M,OM or .MO,MW..nd if the board could throw the next 12 years' repayment over, say, 20 years more, then it would be advantageous. He moved in conclusion the adoption of the com. mittee's recommendations. Mr. Kirkhouse seconded the motion, and it was earned. The board accepted Mr. Liddle's tender for the supply of the wrought iron work required for the Abercanaid foot-bridge, and it was resolved to apply to the Abernant and Plymouth Iron Com. yany for permission to use the iron bridge cross. ing over the Tag Vale Railway and the river lafl, a short distance south of the Plymouth ford, as a carriage road bridge for the "'?' tants of Abercanaid. A statement of charges for the supply of gas to public lamps and for lighting the same in various towns was submitted. The charges at Mertbyr were higher than those in any of the towns (including Cardiff and Swansea) referred to. It was resolved that the olerk (should farther communicate with the Merthyr Gas Company upon the matter. The sanitary inspector's reports contained the ordinary items. Dr. DY1{E, the medical officer of health, re- ported 135 births and 93 deaths during July (up to, and inclusive of, Saturday). These figures were equal to on annual birth-rate of 33 per 1,000 and a death-rate of 22 per 1,000. The measles epidemic was gradnally dying away. The rest of the business was of a miscellaneous character.

AT BLAINA on Monday evening an eis- teddfod was held at the Hope Chapel. Mr. J. P. D. Williams was the president. Messrs T. Richards (lilaina), T. Williams (Brynmawr), and Sprowle (Nantyglo) were the adjudioators of singing, and Mr. Pope (Blaina) of the recitations. The chapel was crowded. Much excitement pre- vailed during the time the three choirs were com- ?etirg for the chief prize, "In Jewry is God known." Mr. SprowJe, m giving t{Wl!CiO the adjudicators, stated that the NMtyg!o choir had fallen short, and pointed out some of the errors it made. The singing of the Aber. tillery and Blaina choirs was ho good that it was impossible to declare which was the best. The two choruses were rendered as perfeot as they could be, and the spirit and power of the Aber. tillery choir could not be excelled. Under the circumstances they divided the prise between them. Immediately after the decision one of the Nantyglo choir challenged the decision of the adjudicators. AT TREDEGAR POMCE.COUBT, on Tues- day, WiUiam Jones, a hay warden in the employ rYth':i: ? Abergavenny, caUed ;m!olh' Williams, a farmer at Wainafon, and landlord of the Pace Horse, to find sureties of the peace for having used threats on the 13th of July. The dispute was settled in open court, both parties shaking hands with each other.— Mary Ann Morgan, wife of William Morgan, car- penier, applied to the bench under the following eircumstaiiees. Her hnBband had been cruel ana abusive to her, and had gone away, leaving her to live as best she could, and she had been able to earn sufficient to keep herself and children com- fortably by washing, sewing, &c. She was afraid her husband would return and claim part of her earnings, and wished to be protected against him, ag she was far happier apart than with him. The Bench granted a protection order.— The licence of the Holly Bush inn, near Tredegar, was transferred from Jane Isaacs, deceased, to her daughter, Sarah Isaacs. CARDIFF. I SCHOOL BOARD.—A monthly meeting of the school board was held at the town-hall on Wed- nesday afternoon, when the members present were Mr. J. Batchelor (in the chair), Alderman Evans, the Rev. J. Waite, B.A., Messrs. Lewis Williams, P. Price, J. de. Boulanger, and T. R3es. A report from the finance committee, recommend* inr the payment of several bills, was adopted, as was also a report from the general purposes com* mittee, which, amongst other matters, recom- mended that a month's notice (in lieu of three) be accepted from Mr. Wall, of the Mount Stuart Schools.—Mr. Lewis Williams, in respect to the notice and motion which had formerly been given by him, aid he had been in communica- tion with the London School Board, the resnlt of which he would inform the board at its next meeting. Mr. T. Bees said he was glad that the subject was not dropped a'together. The various teac?ers' reports showed that school had been resumed one week only since the summer holidays, during which single week the returns were Number of children on the register, 1,098; attendance, 731; fees -eceived .27 15s 6d. %Verair airman informed the board that Mr. H tyde postponed the bringicg forward his motion until after the answer had been received from the Edu. cation Department to the memorial sent up by Mr. Thompson with regard to the compulsory powers. bince he had been in the room he had received a copy of this memorial, but he thought it would be better to refer the subject to the general purposes committee, so that if they wished to communicate with the Depart- ment on the subject they could do so the board, however, could not deal with it until after they bad heard from the Education Department. They could not take cognisance of the matter now, as the copy of the memorial was only sent them as a matter of courtesy. This subject was then deferred.—A letter was read from the solicitors to Messrs. Purnall and Fry, with reference to the taking up of the contract for the Wood-street Schools. In accordance with the request of the letter the period for the com- pletion of the schools was extended from the end of March to the end of June, the amount of the fine for the non-completion of the work was re- duced, and the introduction of a strike clause and modification of some of the other clauses was re- ferred to a special committee.—This was all the business. DISTRIBUTION OF PRIZES AT THE MOUNT. STUART BOAED SCHOOL.-On Wednesday after- noon the prizes and certificates from the science aad art department were distributed to the suo- cessful pupils of the Mountstuart Board Schools, the examination for the same having taken place in March last. The members of the school board present were—Mr. J. B. Batohelor, chairman; Mr. Lewis Williams, vice-chairman; the Rev. J. Wait, and Mr. J. de Boulanger. Of 6.5 boys presented for examination in freehand, 62 passed, 22 received certificates of proficiency, and seven certificates of excellence and prizes. The members of tho board expressed themselves highly satisfied with the manner in which the boys bad been brought on by Mr. Green, the school- master. Mr. Batchelor addressed the soholars on the advantage of education, and the prizes and certificates were presented by the Rev. J. Wait. CI,lJB ANNIVERSARY.—On Monday the "Book of Hope" Lo"ge. Canton, and the "Pivll Cooh" Lodge, Llandaff, Order of Ancient Shepherds, A.U., united their forces to celebrate their anniversary. The mem. bers, after attending service at the cathedral, welked in procession, headed by the band of the 10th G.R. V., through Canton and Ely, back to the Red Lion Inn, Llandaft, where dinner was provided by Mr. Moon. Mr. John Moon, sea., presided, and Dr. Evans filled the vice-chair. Letters of apology were read frpm some of the honorary members of the lodges, and handsome donations were given by Messrs. Insole, Ely gtontp:II: QMkell, and Seynolds. After the usual loyal an d patriotic toasts were :tr:e officers of the lodges read t::m:: showing that they were sound numerically and nnanoially. Votes of thanks to the chairman and the vice-chairman brought the proceedings to a close. THE STRIKE IN THB BUILDING TRADE.-On Wednesday evening, at a meeting of the Master Builders' Association, held in the Philharmonic- hall, the reply of the men was taken into consider, ation, and, being deemed unsatisfactory, the meeting was adjourned without taking any action upon it. It wae felt that the dispute was no nearer adjustment. JUVENILE Dkpeavit7-At the police-court on Wednesday (before the mayor, Mr. R. O. Jones and Alderman Bowon), James Smith, 14, and Robert Jphn Waimcnt, 10, were sentenced, the former to ten and the latter to seven days' im prisonment with hard labour, for stealing apples from a private garden in Newport.road on the previous night. A CATHOLIC ON CANON PEROWNE ON I CONFESSION. fciR, Last Sunday the reverend canon gave a I sensational discourse, in Llandaff Cathedral, on confession. I beg to make a few start remarks I thoreoix ;— 1. The reverend gentleman seems to ignore altogether the traditions of the Church of which he is a canon, for history tells us that, from an early age, confessions were heard in the diocese of Llandaff. The first bishop of that See, St. Da. brioins. attended a Welsh chieftain, on his death bed, at Newport, Monmouthshire, and who made his confession. 2. St. Teilo, the second bishop of the same See, was invited by a Cornish prince to receive his confession,and the bishop complied with his wishes. The Welsh l&wsof Howel Dda were put into shape by an archdeacon of Uandaffinamed Blogwryd who accompanied to Eome the Welsh prince and bishops, when they'snbmitted their legislation to the consideration of Pope ?naetaems between 911 and 914. The Welsh code thus speaks of con. feaeion A child is to be wider a cotifessor's care at seven years of age. It is very IItrange that a Llandaff canon should ignore Welsh religious traditions. and boldly assert that confession was not a practice in the Catholic Church before the 12th century. Such an assertion might almost call the dead from their graves round the old church. 3. In the clergy's library at St. Peter's Catholic Church, Cardiff, one can consult the full works of St. John Chrysostom, in 12 large volumes. They tdl a tale on confession quite different from that of the Canon of Llandaff. 4. Pcrone, a Jesuit, and late professor of theology in the Roman College, deals with the traditions of Christians on confession. I recom. mend the canon, of Llandaff to oonsulc his works, then he may see that many of his asser- tions at Llandaff last Sunday were incorrect. 5. As to the morality of confession, we Catholics have long ago made up cur minds on the subject. Whenever we want to reclaim a sinner, or proteot an innocent from corruption, we find no better engine than frequent confession. We smile at those who think differently.—I. am. &i.. A CATHOLIC.

SALMOH FISHERY OFFENCES IN I CARDIGANSHIRE. At Lower Troedyrawr petty sessions, held at the shire-hall, Cardigan, out Tuesday, (before Messrs. Wm. Buc k and Thomas H. Brenchley), David Owen, wuter bailiff of the Teifi and Aeron fishery dittrict, charged Sumuel Griffiths, of Kilgerran, in the county of Pembroke, sailor and fisherman, on the 9th ult., about 9.15 p.m., with placing or using seven fixed engines or set netB on tho Pembrokeshire and Cardiganshire side of the river Teifi, at a place called Dolbalen. The defendant having been three times previously convioted, the magistrates now imposed a fine of J610 and costs. Tte defendant waa also oharged with committing a 4imilar offenoe on the loth of July between Kilgerran Castle and Plasymoidd, in the r i ver Teifi. Tho former was all follows amount at the dis- posal of the company for the half-year ending the 36th of June last is sufficient for a dividend at the rate of fi per cent, per annum on the ordinary and 'A' preference stocks, after providing for all prior charges. Your directora recommend that a ■ dividend at that rate be paid accord- ingly. The Chairman formally moved the adoption of the report, which was seconded by Major Watkihs. It was carried unanimously. On the motion of the CHAIRMAN, seconded by Mr. Waj.kkr, a dividend was declared at the rate of 0 per cunt, on the ordinary and A preference shares. A vote of thanks to the ohairman terminated the business of the meeting.
