S. STRAY CATTLE. SIR,—In your issue of Saturday week under the headinjof "Lost and Found, "I find the follow- ing Taken up in the Wrexham Smithfield on Thursday, the 2nd inst., three store pigs," which are to be given up on certain conditions if claimed within a given date. A similar circum- stance took place a few weeks before, and another mode of procedure was adopted then, which was declared to be perfectly satisfactory by our Town Council. If the former mode of disposing of stray animals was satisfactory, why alter the mode of proceedings ? As this may happen often in a place were so many cattle come together, would you kindly, or some of your able correspondents, give to the public a short explanation of the law respecting stray cattle. Does finding cattle in the Smithfield differ from finding cattle in fields or roads ? can the finder dictate I his own terms as to when to sell, &c. ? can a servant if he finds them on the land of his employer dispose of them without consulting his master? Has there been any modern enactment repealing former laws on strays ? if so, in what do they differ ? Being a ratepayer, and knowing that the Wrexham Town Council some times dictate very queer things, that often affect the pockets of the bur- gesses, a little light on this subject may have a beneficial effect. May 15th, 1878. A RATEPAYER. PUBLIC REPORT Sin,—That public report is a public liar has been fully borne out in this town of Wrexham during the past week. Smith leaves home one morning and on his way to business meets Brown, and after the customary salutation, Robinson's name is brought on the tapis. Says Smith, I fear our friend is very shaky just now." Brown assents with a dubious shake of the head and passes on. Shortly after he (Brown) encounters Jones, another friend. By this time the grub suspicion has grown into the full-winged butterfly of certainty, and to all intents and pur- poses. Robinson's presumed shaky condition has resolved itself into hopeless bankruptcy, as decided by the infallible council of three-Smith, Brown and .Tones. Meanwhile the unsuspecting victim of their calumny goes on plodding the even tenor of 'his way, little dreaming of the volcano over which he has been serenely treading. So, poor man, arousing himself from his brief slumber on the delectable mountains of security, he finds himself beset by a battalion of reports, so over- whelming that for a time he almost staggers under them, but happily for himself the shafts fall pointless and powerless. Knowing that they are utterly without foundation, proving the truth of the proverb That where no wood is there the fire goeth out." Oh, that the slander-loving crew Were all reduced to one or two, And these were painted red or blue That every one might know them. I am, Sir, yours obediently, FAIR PLAY. LATIN AND FRENCH IN OUR PUBLIC ELEMENTARY SCHOOLS. Sir,—Amongst things not generally known there is, I believe, an educational fact which I venture to ask you to publish as a matter of general importance and worthy of serious con- sideration. It became known to me as a fait accompli only a few days ago that latin and French are now subjects of instruction in our public elementary schools, and that children by passing an examination in these languages by H.M. Inspectors, earn a share of the money from the National purse, so that in fact a portion of our national expenditure now goes to provide instruction in Latin and French to the children of peasants and labourers. In 1867 the Parliamentary grant for elemen- tary education was less than 9700,000, last year it exceeded J62,100,000, an increase of more than 200 per cent in ten years. Now, sir, I would ask whether, in the face of this fact, and in the gloomy shadow of a threaten- ing war, we are justified in providing these edu- cational luxuries for the working classes, and that, too, when the over-burdened taxpayers of the middle classes receive no aid from the State in the arduous work of providing their children with such an education as will suffice to put them on equal terms with the numerous competitors from the lower classes which the School Boards are every day raising up to meet them. ONE WHO LOVES NOT CLASS FAVOURITISM. May 16th, 1878. I THE HON. GEORGE KENYON AND THE PRESS. SIR,—To judge from the report of a recent speech made by Mr George Kenyon, it would appear that he wishes at a fitting time and place to explain to the constituency at large his rela- tion as well as that of his political friends to a certain newspaper, and at the same time to repel the little grievance" which he regrets was brought forward by me in my farewell speech at Wrexham. If this be correct, it is important to take care that he should be kept closely to the real and true point and not be allowed to wander away, raising phantom complaints that have never been made, and passing by in silence the whole point and substance of the charge. In the first place let it be remembered that this matter was not brought forward as a per- sonal grievance of my own. For years past I have treated with the contempt it deserved, the scurrilous and vulgar abuse which ha.s been showered upon me by the Guardian. I challenge any one to point to a single word or action of re- sentment on my part towards those who were sustaining this paper, although I know full well that this miserable and unworthy language was scattered through the country by money sup- plied in the main from Gredington and Wynn- stay. The nature and extent of this sufficiently appears from the last circular issued by Mr Kenyon and Mr Wynne, of which the following is a copy PLASNEWYDN, RUABON, January 24th, 1878. Private and Confidential. DEAR SIR, In the year 1869, and immediately after the General Election, it was felt by the Conservative Party that it would be most advantageous for their interests to start a Conservative Newspaper at Wrexham, to battle, to some extent, with the many Liberal organs in that part of the Principality. A Company was formed, and a small Capital sub- scribed, and the Wrexham Guardian was started. Unfortunately this Capital was too smnll, and the paper has only managed to exist for the last nine years by the liberality of a very few Conservatives. Since 1874 ithas been supported entirely by SirWatkin Williams Wynn, Bart., and the Hon George Kenyon. It is indebted to the Bank to the extent of £ 1,500, in addition to which another X500 should be raised as capital to work with, making altogether X2,()00 re- quired to pay off debts and start afresh. In addition a subsidy of about £ 300 per annum is necessary to carry it on as, although it is improving every year, the annual loss is still about this amount. We hope therefore, very earnestly, that you will help us by subscribing something towards liquidating the debt, and also promise us an annual subscription towards carrying on the paper. There is no reason why Sir Watkin and Mr Kenyon should be exclusively taxed for tke maintenance of a Conservative Organ, the existence of which is a matter of the utmost im- portance to every Conservative in North Wales, especially at this time, when we are rapidly approach- ing another General Election. The Wrexham Guardian has now a first clotss weekly circulation of 2,000. It has also a large share of the advertisements of the Principality and the border Counties and we have no doubt that by a fair measure of support given to it now. its position may be permanently estab- lished nnd it will he able to embracc a far larger area of general news than it docs at present, cramped as it is by pecuniary difficulties and liabilities. We can onlv remember two other English Conservative papers edited in North Wales viz, the Nnrth iVate.8 1 Chronicle" and the Llanidloes O'mrm," and we venture to think that the Wrexham Guardian comnares favourably with these organs. On the other hand, there are a quantity of English and Welsh radial papers, against which we have a hard battle to fight* If therefore the "Wrexham Guardian" is allowed to drop, it will be a great triumph to our political adversaries and it is certain that a splendid opportunity for the propagation of constitutional priiit-iples in Wah>s will be thrown away probably not to be recovered during the present century. In the second place it has not made the subject of complaint that certain gentlemen of means should have become the proprietors of a news- paper founded to promote political ends or to circulate political views and opinions. No objection exists so far as I am aware to such a. practice. The real question was this, whether having regard to the character of the paper and the manner in which it had been for years conducted, all of which was left to speak for itself, the electors of Wrexham were content that their wealthy aristocratic neighbours who sought to represent them in transacting the great affairs of the nation should use their vast wealth and means to shelter themselves behind anonymous attacks of a merely personal and abusive character against a political oponent. That was the sole question and grievance raised by me. It was placed purely on public grounds, and by the Wrexham public it must be judged. They must express their judgment upon it at the fitting time, and place; if they are content, be it so, it is entirely their affair Mr Kenyon is not called upon to explain or to excuse himself to me, per- sonally. INQUEST AT LLANGEP.MEW.—On Tuesday Dr. Pierce held an inquest on the body of Mary Williams, a domestic servant, who had com- mitted suicide by drowning in the river Elvry. Deceased bore a very good character, and up to' a short period before her death was of a very cheerful disposition. A verdict of Temporary insanity was returned. CONCERT AT PENYCAE.—A sacred concert was given in the National School-room, Penycac-, on Tuesday evening week. The audience were ad- mitted by cards of invitation, issued by Mr and the Misses Thomson, of Penybryn Hall, who merit praise for the untiring effo:"c they used to make the proceeding a success. Before the last anthem was sung by tlio choir, Mr Thomson explained the object of the msetintr, the desire being to inculcate a regard for classical music among the young people of the village, and so form a choir, the right "t" membership being applicable to all who have a love or know- ledge of music. A vote of thank- to the Chair- man was then moved by Mr John Xendrick, seconded by Mr Fitch, and carried with acclama- tion, after which the entertainment came to a close. ROSSETT.—PRESENTATION TO MR ALEXANDER BALKOCR.—On Monday, a deputation of the workpeople and neighbours of Mr Balfour as- sembled at Mount Alyn to welcome him and his family to their home. After a sojourn in the south of France for upwards of six months, he has returned with restored health, looking even better than before his severe and lnn: prostra- tion. The deputation were invited into the hall, when Mr George Cromar said they wished to give expression to their grateful feelings for the kind Providence which had restored and brought home their kind master, and to present him vdth a small token of their esteem. He explained that it was spontaneous, and only known to a few. Mr Jellieoe then unveiled a beautiful il- luminated address, of which the following is a copy:— To Alex. Balfour, Mount Ahm. DEAR SIR,—It is with feelings of sincere pleasure that we, your workpeople, join together with your neighbours in giving a hearty welcome home to you and your much respected family. As a master, we can never forget your many acts of kindness and sympathy with us at all times, while as a neighbour you are regardetl with profound respect for your consistent Christian character, and your cor- dial support of every movement which toads to pro- mote the welfare of the residents in this neighbour- hood. As we call to mind the cause which rentlered it necessary for on to go to the south of France for some months, we feel deeply grateful to Almighty God that He has blessed the means used for vour re- covery from so complicated and protracted an illness.
