DO BE MISLED by anyone who tells- you there will be a reduction of taxation in this County, under the new Local Government Act. Mr. John T. D. Llewelyn (Chairman of the Quarter Sessions), stated at Neath last November, that the additional money secured to this County by the Contributions from the Imperial Exchequer-will, after deducting, the loss of income through the abolition of Turnpike Tolls, not be more than about £13,200 a year, or in other words, NOT 1 id. IN THE £ on the rateable value of the County. Even that small increase in income will not now be realized, in consequence of the withdrawal of the proposed Van and Wheel Tax. I therefore- leave YOU to judge whether you are likely to have your rates reduced or not, by the Local Taxation pro- visions of the New Act.. We shall require a MUCH larger share of Imperial Taxes, and more sweeping FINANCIAL REFORMS must be accomplished,, before we can expect to obtain any reduction of local burdens. MR. GOtfCHEN recently said in the House of Commons:- When the County Councils are in working order ice shall be ready to take couiuscl with t/tcm as to the best meatus of re- enforcing loeal revenues." It will be the duty of the County Councils to impress upon the Government what REFORMS IN LOCAL FINANCE are required, and you may rest assured that the Councils will, if they discharge their duties satisfactorily, be consulted by the Government on other important matters,. and that the influence of the Councils over the deliberations of Parliament, will NOT be limited merely to questions of Local Taxation. Amongst the many important subjects which will have to be dealt with by the County Councils, sooner or later, are the following: — LOCAL TAXATION. The present incidence of. local burdens is anomalous and UNFAIR. I consider that ROYALTIES and FUNDED property should be taxed for local expenditure. OWNERS of Land should also be made to contribute DIRECTLY to the rates. LICENSING LAWS. The County Councils should be constituted the Licensing Authorities for the sale of intoxicating liquors but the PEOPLE in each defined LOCALITY should have a' DIRECT voice in the granting and refusal of licenses, and the regulation of licensed houses in that locality. EDUCATION. I advocate the foundation of TECHNICAL SCHOOLS in. "VVlth the Board Schools. Also the ABOLITION OF SCHOOL FEES.
