Coaaeilloc W atxinb secoaded. ) Cooucillor RoCKt thought they should also i go ia for getting into this provisional erder a clause enabling thera to borrow meney for I tiss School Beard. The mouey for that body wm now borrowed at a heavy rau. of later eat, although the rates were security for ita repayment. I fie wished to know from the town- j eter* whaiher it would be possible also to get ether things included, £ which the council j stood ia need. They had £600,000, the ¡ repayment of which extended over a long period, and yet it only eoet them £2,000 for I £ 4pay»«itel capital on that a mount. But £ h*y had sum of £ 300,000 for which paid £ 6.000 a year capital and interest. atKae altera tie a was needea in that. They w«i« going to sake an expenditure ¡ ca the waterworks and drainage, and he I thought it was unfair to the present genera- tion that the time for the repayment of these things should be so short. If they got a pro- ( visional order for the lot, it would be a great thivg for them. There was never a better tame to get money than the present. The Dx?un Tows Cums said that all the officials felt the desirability of carrying | out the above suggestion. ihe town clerk had desired him 10 say that if tfte council would allow a resolution te be brought j ap it the praaent form he would do all he possibly ceuld to get the other point men- ik>ned into the provisional ori er, The Mii'OE (Aidermac W. H. Edwards) here enured the room and took the ehur. Alderman Thtton said he was oi opinion fciiat if they provided the mesey for the School Ro» rd they ought also to put a drag oo tue intense anxiety of members oi the Board to apend money. (Laughter.) CoawriUor "mE. -,ointid out that all the.8 provisional orders cost a deal of momsy, aild he should like to have seme t >port showing the cost of one, and indicating wither they saved anything by getting pre- j visiona.1 orders instead gf Acts of Parliament. The resolution was carried. Alderman Totton moved the following revelation —" Te fix the houke daring which tne poU for the election of guardians t'er the several parishes of the borough of Swansea is to be kept open, so, however, that the poll shall always be kept opfoa between the hours of aix and eight o'clock ia the evening." Councillor Lt.S"Wsi.YS Davits seconded. Councillor WtABNE expressed a wish to knew who were the three county eeaneillors app^irtei by this eoueeil to meet those appoiotad by the Glamorganshire County Cwudcu 10 order to fix the number of gvnardiaas and dibtriot councillors for the varions parishes in the anion. A STEP TOWARDS UNIVERSAL PENNY…
A STEP TOWARDS UNIVER- SAL PENNY POSTAGE. It is oflSeially announced that arrange- nenta have been made for virtually com- pleting the Universal Postal Union on the 1st of January, 1895, when Cape CoIouy enters the Union. The Cape is the only iarge civilised community not already included in the Union, and its accession has a double value in the fact that it smooths the way for the adhesion of the more remote communities south of the Gambesi to this insatntioa for providing uniform postal arrangements throughout the civilised world.

EXECUTION AT MAN- CHESTER. SCENE ON THE SCAFFOLD. REPORTERS EXCLUDED. James Wilshaw Whitehead was executed j in Strangeways Gaol, Manchester, at «ight j o'clock on Tuesday morning, fer the mur- der of bis wife at Oldham on the 20th AngusL Whitehead was a young man employed in the cotton industry. He had been separated from his wife for some time, snd on raeenng her in the street cut her throat with a raz-^r. afterwards attearpting to commit suicide. The only motive pus forward was that of jealousy. Subsequently to the passing of the death sentence a petition signed by 37,000 persons in Oldham was pre.-ented by Sir John Jiibbert, one of the members for the bercugh, to the Home Secretary, who de- clined to interfere. Reporters were not admitted to the execution, which was per- formed by Billington, Two or three hundred persons witnessed the hoisting of the biack flag, but there was no demonstra- tion of any kind. The inquest on the body of Whiteside was held this afternoon. The prison surgeon stated in answer to questions by the jury that a self-inflicted wound in the neck which had imperfeetly sealed, w as torn open in the fall from the scaffold. Question? were asked as to the non admission of the press, and the reply given was that the matter lay with the discretion of the high sheriff.
I IIHOW WALES IS MISREPRESENTED-
HOW WALES IS MISREPRE- SENTED- TO THZ JEDITOR OF TUB "SOUTH WA'.ES t DAILY POBT." I Sis,—W:I1 you allow me to make a few ob- I servations in support oi the suggestion from Mr. Grant Alien is reierencij to the pro- posed memorial to Prince Lieweivn. which subject tur old friei;d Catl Morganwg (Mr. J, C. Maan.ng) dealt with in one of your recent issues ia so practical a manner, show- in., how Wales is misrepresented because &he I is misunderstood. It is new nearly a quarter of a century ago that I came to Wales trom the Midi&ads. I very vretl renember telling a geatleman friend, another quarter of a r c€nt(i¥Y~my Bemor, T>hat I had dceided to vieic Swansea with a view to settling down in life there. My friend expressed [much surprise, and spoke of Swansea a j black, dirty, smoky plac*. He said he had j been in the habit of occasionally passing over J Land ore bridge on his way te Tenby, where he spenfc a few days every summer, and his description of Swansea wns a comparison j with the fower regions. That d scrip^ion of Swansea was given me nearly do yaars ago by uzc Tho believed what had come under his own observation. But what is the fact, now:' That same gentleman now represents a iirm ia the Potterte.,t, Staffordshire, and for some yeara past has visited Swansea three or four times a year. His business does not take him 'far in the direction of the Mutnbiei, I but whenever be has an opportunity he spends | all the time he can there, being charmed with the rifJe on the trams around our Naples- shaped Bay and the rugged coast to Langland and Caswell. I could give numerous instances of how Wales, and especiallySwan- j sea, has been mis-represented in the past, because people have been ignorant of ita j many advantages. Cardiff is responsible for much of this state of thir.g*. 1 do not sav this has been wilfully done by those interestf-a in the progress of the sister port. But it m a fact that guides of Wales have been crcupiied from a Cardiff standpoint. Cyrdiil has been made to appear as the great metropolis of t»?e southern portion of Wales, and all the other ports and towns inthePrincipalily ha e be n considered of litths importance, thcr-i ore they have not had fair piay at the hsudg of the compiler. h it not a moat damnabletning to say t.a. "Swaasea 13 abont the last place tLat visitors from a distance would choose for tuoir holiday quarters ?" Would anybody say this who h;A spent 9d. only in a ride on a tramcar to îb£; Mumbles and back on a Sae suiBmer a ciav? I venture to thin* not, Weil, having pointed out how Wales, and Swansea, parucuiarlv has been misrepresented in the p .at' will yoa allow we to state that Messrs, IhITe and Son. the en hrnj of pr,liters and publishers, of London and Coventry, are about to issue a new Guiuo Ol South Wales m whkh not oniv will 1 ScKsthem portion of the Principality be rairiv represented, but Swansea will oecuV>v her ) proper posit-on that is the Swansea Harbour i [ will be p!aeed in the first and irout posiuou in the guide, ind Swansea Town will i', ,u0v Harbour. The work will be profrse1» iilustrated, giving the outside worid a fair and proper representat'oa of ihe and beauties oi Wa1** ;firm of publisher, like Tliffe and Son ahouid undertake to publish such vork at a popular pr:ce shows, if it shows' anything, that they are aVne of this misroprebenuition which ha's been perpetrate^ towards Wales in. the past, and! that thay *icsir6 ass st iq fcuioviy^ jjs the f-'ure.
