At the Cardiff police-court, yesterday, Anne Jones, a girl of bad character, was charged with stealing eight JE5 uotes and £ 8 in gold, from the the person of William Morgan, farmer, Diuas Powis. The complainant, having missed the conveyance which was to take him home on Satur- day, went to several public-houses, where he saw a girl like the prisoner, who took him towards Mill-lane. There he was sui-rotinded by a number of girls, and the prisoner, while putting her arms round him, stole his pocket-book. She was remanded. The Swansea Town Council at its meeting yesterday paid a well merited compliment to the police for the way in which they had performed their duly at recent fires. The meeting approved of the increase of salary—from zP-230 to £ 300 per annum—recommended by the Wa'ch Committer, to Head Constable Allison. The report was adapted. A discussion took place, upon a recommendation of the Finance Committee, that Mr Llewellyn Davie?, collector of rates at Clase, should be asked to resign his seat at the School Board. It was argued that because a man was an official, he should not lose his lights of citizenship, and as there was no legal prohibition against Mr Davies holding his post, the resolution of the committee referring to the matter was withdrawn. The salary of Mr Jenkin Jones, as clerk to the borougL magistrates, was, fixed at zC300 per annum. A meeting in reference to the Free Library movement was held at Swansea last night, the hon. member for the Borough presiding. It has been determined to fit up, temporarily, for the Free Library, a house in Goat-street, which has been placed at the disposal of the committee by the Corporation. Mr. Dillwyn, the Mayor uf Swansea, and several other gentlemen who spoke, pointect out the advantages of such an institution as a Free Library, and they had no doubt that the benefit to be derived therefrom would be fully appreciated by the townspeople. The colliery owners in the Forest of Dean have resolved to increase the colliers' wayes 5 I er cent. and to raise the price of coal ty one shilling per ton. The Mayor of Plymouth having recently declined to let the Guildhall to the agents of the Liberation Society, the Town Council yesterday discussed the Mayor's right to rtfuse the use ot the hall, seeing that it was usually let for general z;1 y political discussions. By 23 votes to 21 a resolu- tion was passed sustaining the decision at which the Mayor had arrived. Yesterday afternoon, at Cambridge borough sessions, an appeal by Mr Whee'er, King's Col- lege, against the conviction of the justices in November last, for au alleged assault on the police, was heard. The recorder quashed the conviction, with coats, a great discrepancy being shown in the evidence of the police, upon whose evidence the case deptnded. The case of Leonard Edmunds, of the Patent f Office, v. Mr Disraeli and other?, in which the 1 plaintiff seeks compensation for alleged slanders in the House of Commons, and alleged libels pub- !lished in State papers, was commenced yesterday morning, before Vioe-Chancellor Malins. The supply of gaslight has lately been very defective, and the contiauior explains the matter by stating that since the Barnsley explo- sion the colliers will not descend the pits to work; hence the stocks of coal are so short that the manufacture of sufficient gas of good quality is impossible. It was determined at a meeting [of the Judges held in London yesterday, to abolish the Home Circuit. In future Surrey cases will be tried in London, whilst the remainder will be transferred to the Norfolk Circuit. By the retirement of Mr C. Hambro, one of the Conservative candidates for Dorset, the field is left open to Mr E. H. J. Digby a Conservative, and Mr Fowler, who claims to represent the cause of the farmers. In this county there has been but one contested election since the Reform Act of 1832. An order has been issued by the Local Govern- ment Board to the Upper Sedgley Local Board, calling upon them in the future to always cleanse the premises in the district within its jurisdiction by removing all refuse, night soil, cleansing ash- pita, cesspools, &c. The order, which is a binding one, takes immediate effect, and is issued under the new Public Health Act. At a meeting held yesterday, at Wolverhamp- ton, the Earl of Lichfield and the Bishop of Lichfield differed very seriously as to the effects of the drinking customs of the people. Lord Lichfield denied that drunkenness was the root of all evil, and cited statistics but the Bishop took the opposite view, -asserting that tha evils of drunkenness copld not longer be winked at, and that Parliament must interfere to preserve the country from further evils. Disgraceful revelations were made yesterday at an inquest held by the Birmingham Coroner into the circumstances attending the death of a chili 9 years of age. The child, it appears, had been ill for some time, and recently fell down some stairs and into a fire. Notwithstanding the child's ill- ness, neither father nor stepmother went for a doctor until Sunday last, but the little suf- ferer died on the following morning. It was sought to be shown that death was acclerated by the gross neglect of the father and stepmother, who were committed on a charge of manslaughter. The father had been summoned to appear before the Coroner, but failing to do so was fined zC2. A meeting of male and female teachers, at King's College, London, was held yesterday. Resolu- tions, having reference to the relations of the head masters with the authorities, and of the assistant masters with the head masters, were passed. It was also resolved that some joint body should be created for the purpose of granting certificates tel I those who wish to become teachers. MERCHANT SHIPPING LEGISLATION. THE two important published manifestoes of the London and Liverpool shipowners, taken in con- junction with Mr PLIMSOLL S recent speeches and his long letter to the Times,indicate an approxima- tion of view and of eff rt between parties who were once hopelessly iirococcilabie, from which the most hopeful results may be anticipated in connection with forth- coming shipping legislation. There are such large points of agreement now in the pro- posals of these hopelessly-antagonistic parties, that it is of the utmost importance the smaller poiuts of divergence should, if possible, be smoothed away. The PLIMSOLL proposals, and which are sometimes called the five points of the Sailors' Charter," are—the load-line, survey, deck-load abolition, grain stowage, and an iron test for ship- building. There is, in Mr PLIMSOLL S letter, such an improved tone of courtesy to the shipowners, and of a clearer apprehension of the question, that encouraging hopes are raised of an entire agreement being effected and it would be well if, at this crisis, a meeting between -5ir PLIM- SOLL and his friends, and a recogn;sed deputation from all the Shipowners' Societies could be an anged, so as to come to some united basis of action when the Government introduce the pro- posed Bill. We think that, judging from the "resolutions" published by the London and Liver- pool gentlemen, that on all, save the first point, harmony of opinion would be at once ob- tained. It is ve''Y plain that the Member for Derby, after the nautical education which he has been acquiring for five yeara, is approach- ing the terms of the shipowners more than they are his. Take, for instance, the Survey point." When Mr. PLIMSOLL first started his agitation, and wrote his world-famed book, he proposed that all British ships should be regularly and periodically surveyed by a Government staff. When it was shown, by the labours of the Royal Commission, that to do this for 20,000 vessels of the United Kingdom--to say nothing of the 10,000 or so owned in the Cjloiiies-would be simply impossible, owing to the lack of sufficient sur- veyors and dry-docks, he then proposed to exempt those ships which were classed in certain Registry Societies. On further argument and oopos tion, he proposed the survey of all ttnclassed ships at suitable intervals and now he simply proposes to deal with declassed vessels, or those which are so bad that they have run through all the classes of registration, and cannot be again accepted. It seems to us that this latter proposition is much more mild than the law as it at present stands. If the new scheme were to become law, it would amount to the periodical survey and repair of, probably, sume three or four thousand Sliil)F. There are about eight thousand imclasscd vessels on our rolls, and it is extremely unlikely that even halt of them have ever been classed at all. Some of the best ships in the Mercantile Navy have never been visited officially by a Lloyd's surveyor. The Cunard ana otlier Illine!s" may be cited as instances of imclassed ships. Besides, there are many first- class saiiiug ships belonging to wealthy men in the same category. These owners are rich enough tc bear any per-centage of loss which may accrue from unavoidable perils of the sea; for the pre- miums of insurance thus saved will more than compensate such losses. It i.. found by experience that there is but a small number of ships lost by actual unsea- worthiness. Collision, fire, storm, sunken rocks, bad seamanship, and many avoidable accidents, are the chief causes of loss. It is, therefore, to the interest, not to mention tha reputation, of such owners to keep their ships in first-class order. Hence, it would be manifestly unjust to inflict upon those men the hardship of having to comp'y with every whim and caprice of, it might be, an arbitrary surveyor. Mr PLIMSOLL is quite right in abandoning this position. He now proposes, as already stated, to survey the disclasseci ships, but it seems to us that this power is already possessed, and much power in addition to it. Not only may such vessels be examined by Govern- ment surveyors, but all vessels thst are deemed unseaworthy. It would, therefore, be a retrograde step to confine the survey to one division of ship- ping. A list of such vessels can easily be procured, and the matter be acted on at once. The question is simply one of efficient administration, and not oj legislation. And as a proof that it is not now neglected, some'600 of these ships have already been overhauled. The tendency of all the legisla- tion of late yeara has been to place responsibility, in this respect, on the thoulders of the shipowner. If a portion of our vessels were periodically surveyed and others left, the anomaly would arise of dividing this responsibility, and this would be erroneous in principle. There is the objection to all regular survey and coincident responsibility being thrown on a public department, that a more reckless system of sailing would be produced. As a proof of this, it is found that the greatest loss of life arises in classed ships. The moral, however, to be derived from the recent action of ship- owners, and the altered tone of Mr PLIMSOLL, is this-that, in such matters, there is an evident tendency for the hitherto divided schools of opinion to come to agreement the result fof which may happily be a more equitable, perma- nent, and prosperous statute law than at present t exists. It is, however, on the "load-line" question that we find the greatest difficulty. The Liverpool men seem to think that the present 11 shipowners line" or "disc" is all that is required.
