THE WELSH BAPTISTS IN LONDON. RECOGNITION OF THE RNV R. ROBERTS, LATE OF PENTRE. On Thursday evening, the Rev Dr Angus, princtpal of Regent's Park College, presided at a recognition service in connection with the settle- ment of the Rov Robert Roberts, late of Pentre, Pontypridd, M pastor of the \Velsh Baptl,t Church in Castle-street East. The cause now existing at Castle-street East was established 57 year's ago, and ia stated to be making rapid progress, the working of the church ibaiug mainly carried on for the benefit of ycung Welshmen engaged in business bouses in the West-end.—The Chairman read .t letter from the Rsv C. THE CLOSE OF THE WELSH POLL. So far as Wa.Ies is concerned the election is I at an end, and, on the whole, the winding up leaves very little to be regretted, and tess still to be ashamed of. The last contest wa.s a. splendid "a.men to the proceedings. I The electors of West Carmarthenshire are to be warmly congratulated on having given to each of the can- didates his due. When the struggle was between Mr W. R. H. PowELL and Lord Ei\ILYN, the redoubtable Liberal had a majority of 1,626 votes, and that was thought no mean victory, because Lord EMLYN, Tory though he be, is popular and highly esteemed. But on Thursday the plucky Welsh Squire, who is never ashamed to avow and stand by his principles and his party, won the well-merited prize of a majority of 2,265 over Sir JAMES C. LAWRKNCE. We hail this success all the more gladly, not merely because it gives a grand nnishing stroke to the contests which have taken place throughout the Principality, but also because it emphatically points a moral of which we hope no Welsh constituency will lose sight. There is not in Wales a more sturdy Liberal of the advanced school than the Squire of Maes- gwynne. His political convictions arc too robust, too deeply rooted in his heart, too iirmly and intelligently grasped to grow pale and sickly in the atmosphere of the Metropolis. Whoever may be shaky, un- decided, uncertain, Mr PowELL may safely be reckoned upon as true and steadfast, and to this, we believe, he owes a very large proportion of his success at the poll. These qualities, which are so conspicuous in him, are just the kind that will kindle the enthu- siasm of supporters and friends. Men like to work for a candidate of his stamp. The electors feel that such a man has a strong claim upon them, ana that it would be on their part disgraceful and disreputable to desert him at the poll. We recommend the last of all the Welsh contests to every Welsh representative and to all defeated candidates as an incident worth studying. The slippery, the wavering, the unreliable, a.nd the mutinous are sure to come to grief, if not at once, yet as soon as they have been found out and convicted. Nobody will sympathize with Sir JAMES C. LAWRENCE in his defeat. Some people may give him credit for being courageous, simply because he tackled so powerful &n opponent. We see no courage in the mutter. If a man enjoys having his head punched we are not bound to regard him as a courageous man, neither do we admire the courage of a man who puts his head on a smith's anvil when he sees the aledge hammer descending. Sir JAMES C. LAWRENCE simply gave annoyance, went under the mask of Liberal- ism in the expectation of having the solid Tory vote to add to that of any dissentient party in the constituency, and thus antici- pated a victory. His vocation is that of an enemy wearing the regimentals of the force which he means to attack. He is nothing but a political wrecker, doing his utmost to make mischief. He succeeded in stranding a good candidate in 1885, but success has certainty not waited upon him in his second effort. We think he will be well advised if he will enter upon a course of Irish history. He and many others have proved that they know very little of the wrongs of Ireland from 1782 up to -this time. If the country i had only been educated, or if our electors would only read up before another Parlia. mentary election is forced upon them, how different would be the result Unfortunately, the English press generally took its cue from the clubs, and they took theirs from still more slender resources, and so many oj the constituencies have gone the wrong way, and will have qualms of conscience to disturb them ere ong. Of the thirty seats at the disposal of Wales proper, no fewer than four and twenty have been won by the GIadstonian party. This speaka volumes for Walea. The enoIUl has not forgotten to try to dislodge the good men and true who voted for Home Rule, but miserable defeat has been in- dicted on them in every case but one, that of Mr LovE JoxES-PAHRY, and he doubtless came to the ground because he was never found standing Hrm!y enough on his le;s. He would have had a. victory the other day like Mr PowELL's if he had earned it. Of the six remaining seats, four, we regret to see, have fallen into the hunds of the Tories. Why so ? Why should Carnarvon district be represented by a. Tory ? There must be some explanation of this singular phenomenon, and if so, we should like to have it. Denbigh District and Pembroke District have gone the same way. With reference to the latter, we are inclined to attribute the Liberal defeat, to a considerable extent, to the want of "go" in the candidate. He appeared to be too reticent about his political faith. We are inclined to think that a thorough gu-ahead Radical determined to win would carry everything before him in that con- stituency. A man who means to secure the seat must leave nothing undone that would or could contribute to success. He must not reckon upon any supposed fame he may have as poet, bard, preacher, or the like, but on the soundness of his political opinions, the strength of his political convictions, and his readiness to do battle for his party whenever required. In the case of My LE'.Vls MoRRis there seema to have been some lack of this. His political creed is least known of any candidate who pre- sented himself to a Welsh constituency, Another time when he solicits the sun'rages of any body of electors, it would be well for him to consider this matter well. We make our observations in the most friendly spirit possible. Radnorshire needs a shaking up. Of the two Unionist Liberals, one is Sir HussE\' ViviAN, a member whom some decline to place upon that list. In classing that gen- tleman among the Unionists, we only go by the address which he issued to the electors. We cannot do otherwise without Sir HussEy ViviAN's own authority. We have no desire to do Mm the slighte3t injustice, but, on the contrary, few things would afford us more pleasure than to transpose his name, and place it where we should much rather see it, and where the great majority of his constituents expect to see it on the day of trial, by the side of Mr GLADSTONE'S, thus leaving Col. CoRNWALLis WEST, as the only Welsh Dissident, out in the cold. While we congratulate Wales upon these splendid victories, it is amusing to read what the Tnn.<;s saya about them. "Poor little Wales," says the harmless Jupiter of the metropolitan press, Poor little Wales, it is true, pronounces for Mr GLADSTONE "by 21 votes to 7, or exactly three to one, chieny, we should suppose, because Welsh electors are very largely swayed by purely personal, ecclesiastical, "and local motives." This was said a day or two ago. The real 1'gurea are 24 to 6, or exactly four to one; but this matters little. But is it not amusing to read such stuff ? The Times know more about the Fiji islanders than about the Welsh, and, what is still worse, its knowledge of Wales never seems to increase.

SOUTH WALES N O'fE3. KEEP AN EYE ON THE REGISTER. THE Welsh elections are over, and Liberals can count up a grand list of victories. But we must not allow success to blind our vision to the sober, prosaic duties which lie before us. Now that the smoke of battle haa cleared on, and the din of arms has almost died away, we look around and discover work of a less exciting character. Quiet preparation for tha next conflict is the business to which attention must be directed. The season has come round for the adjustment of the voting lists. Every sincere Liberal in Wales must ascertain if h!=..iame be on the register. The owners of house property are bound to make an c-tiicial return, but Liberal tenants should not leave themselves entirely in the hands of their landlords. The Tories never fail to do as much damage as possible at the registration courts. They add every eligible voter of their own political persuasion, and strike ou' every Liberal whose qualification is at all doubtful. Last year the register was hurriedly prepared. It contains many defects which, in some measure, account for the diminished poll at the elections. Now an eiiort must be put forth to make the register as perfect as possible. Mr R. N. Hall, the Liberal registration agent, will look after the interest of any Cardin' elector who communi- cates with him. Lodgers who are entitled to vote should send in their claims before the 25th inst. Mr J. H. Jones, St. Mary- street, Cardiff, is, I may remind voters, the Liberal registration agent for South Glamorgan. TYPHOID FEVER AT CARDIFF. ONLY the other week Cardin' was congratu- lating itself onits low rate of mortahty. But a change has since taken place, and we are not so free from disease now. Typhoid fever has been prevalent in some parts of the town, more particularly amongst children. The hot weather and im- perfect drainage are assigned as the causes of the outbreak. Several deaths have occurred, but during the present week a reduction in the number of cases has set in. The flushing of the drains by the rain and the fall in the temperature are the agencies which have procured the improvement. I have anodonthat the drainsare too much neglected in the warm, dry weather. Fresh water from the stand-pipes should be run into them more frequently. Sometimes the drain in the lane adjoining this omce gives on' au odour disagreeable to the senses and dangerous to health. I understand the medical oiticer for the borough will report to the Corporation on the typhoid fever out- break. Probably lie will tlu'ow out a suggestion for improving the sanitary appliances. MORE BENEVOLENCE FROM MADAME PATTI. You, a few days a.go, announced the date on which Madame Patti-Nicolini intends giving another gratuitous concert at Swansea. She has already given two concerts for the Swansea Hospital, which have resulted in an addition of about j31,500 to the funds of this excellent institution. Now the pro- ceeds are not to be wholly devoted to the hospital, Madame Patti having stipulated that a portion shall be distributed amongst the people of the Swansea Valley who are suffering so severely from the stoppage of large works there. Additional interest will be felt in the concert owing to the fact that the portrait Mr Sant, R.A., has painted of the diva, to the order of her admirers at Swansea, will then be presented by Sir Hussey Vivian, M.P. I have not seen the portrait, but I am told it is a capital like- ness. If so, the artist must be highly con- gratulated, for he has succeeded where almost everyone else who has attempted the task has failed. Patti's fascinating eyes, and the expressive, intellectual beauty of her features, have hitherto baSed painters. No doubt the concert will be a huge succeaa. THE SWANSEA POLICE BAND. I HOPE the people of Swansea will not allow the excellent band of their police force to collapse. The band has been in existence several years, and has attained a high state ( of emciency, its frequent public pertor- mances having been a source of much pleasure to the townspeople. Now, how- ever, the band is, unfortunately, under a cloud. The men have grievances, and, until these are adjusted, they decline to play. They have not only had to purchase their instruments, their music, and to pay then- conductor, with, of course, the aid of the public, but they have been obliged to give their time. To those who don't understand how great a sacrifice this last is, I nuut'explain that the ordinary police night duty of the members of the band begins at 10 p.m. and enda at 6 a..m. but to appear at Cwmdonkin Park it is necessary for the men to leave home at 5 p.m., and from tho park they have to go straight to duty, and are T?ot rel?ev? antU the BK?l ?.o? o? U? morning. What the men now ask is that the time' they give to the band shall he reckoned aa duty. This seems a reasjnaMe demand, and Captain Colquhoun supports it. The Corporation might we!] fall it/with the v;ewg of the policemen,and at the same time increase the salary of the Mayor in order to meet the expenses of the band. It is absurd to expect police omcei-a to continue dipping into their own pockets for the benefit of the public. THE THREATENED SCRUTINY tX CARDIGAN. Ir is rumoured that friends of Mr David Davies, the defeated Paper Unionist candidate for Cardiganshire, are him to demand a scrutiny of voLes" I do not know what the alleged grounds are for such an investigation, but 'Mr Howlands majority is small, and very likdy, it is believed, that more than nine of h)3 votes might be cancelled. It is quite as certain, however, that many of the votes lor Mr Davies would bo disallowed. In the event of a. scrutiny, the secrecy of tlic ballot will not be unveiled. The votes will not bo overhauled 'n a wholesale fashion. No voting paper will be looked at until it has been brat proved that the particular person whose vote is challenged had no right to vote at all. Thus, it will be seen, that every elector who has acted legally has nothing whatevcr to fear. A scrutiny would not enhance the popularity of Mr Davies. At present he I highly respected throughout Ca.rdiga.n- shire. The Liberal whose political prin cipJes have compelled them to oppose him esteem him personally. But a scrutiny would engender a bad feeling. Moreover as Mr Davies would, iu all probability, ijse, lie would have to pay the whole of the expenses. RUKAL INTIMIDATION IN PEMBROKESHIRE. TilHRE arc good reasons for believing that intimidation has been. practised in tlie rural districts during the elections. I do uot think this evil has largely prevailed in Wales, where many of the fanners profess Liberal opinions' but in England the tenant farmers are for the most part, Torics, and they have enectively applied the screw to the labourers. Vigorous Liberal crusadea will have to be undertaken in the rural districts in order to ? enlighten the land serf, so that lie may become intelligent and courageous enough to break away from those wlio oppress him. As to Wales, an instance of undue interference in Pembrokeshire has come under my notice. Last year a couple of labourers were dismissed because they had voted for Mr Davies. The result was that on Monday last nine labourers employed on the same farm kept away from the polling booth. If other farmers t interfered with the rights of their labourers, it is not surprising that Mr Davies was returned by a reduced majority. I hear that some labourers in the county occupy allotments on the estate of a well-known nobleman. But it is the farmers who let out tliese patches of ground, for which they charge nve or six times the rent they them- selves pay. As the farmers do so well out of the labourers, they should allow the poor fellows to vote as they please. HUSBAXUS AND PACKMEN. MANY a working man has been dragged off to prison because of the folly of his wife in purchasing from a. packman or travelling draper. \hilst the husband was away at his employment, tlie packman has called and displayed his tempting wares. Possibly he may have asserted that the goods were exceptionally cheap. The house- wife lias pledged her husband's credit, never told him what she had done, and the nrst he heard of her bad bargain was through the medium of a county-court summons. However, Judge Owen is wisely exerting his power against debts being contracted under such questionable circumstances. R appears that, by a recent decision on appeal, a husband is not liable if his wife pledge his credit without his knowledge and consent.

MissSheIIabier proceeded to the dry dock for the pmpote of b.i?'din;* the vessel and Koiug on a short trip with her father. To get on board she had to cross a plank, and when she bad almost reached the end of it her foot supped and she fcl! into the dock, which was nearly empty. Unfortunately sue alighted upon her head and fractured her skull. Dr Hudson w<\s at once called to her assistance, but he declared that death must bave been instantaneous.

At urat his lordship's aeut was under the impression that the toll was to be temporary in order to establish the ownership of the TaS Vale Railway Company to the bridge. But there is now too much reason to fear that the company mean to make the toll permanent. Possibly they wish the public authorities to take over the bridge and the road. Lord Bute desires to open the thoroughfare leading froa] Scot,t-Rug.«eU's Works, but he has not yet been able toobta.in the sa-nctinnoftheTaff people. Yester- day morning a deputation, consisting of Council- lors VauKbau, Brain, and Stevons, and Messrs S. Mildon, R. G. Tysoe, H. Marshall, W. Headford, and J. Davies waited upon a committee of the CardiS Corporation, and pointed out that the toll would inniet most serious harm on Grangetown. Many working people who are employed at the docks and live at Gra.ugetown would have to seek an abode elsewhere, not beinf? in a position to boar the threatened tax. The committee very favourably received the deputation, and an opinion was expressed th&t the toll should not be imposed until all means of arriving at a satisfac- tory settlement are exhausted. The Mayor, Alderman Jones, and Councillor Waring were appointed to confer wit!' Mr F?her, the manager of the TaN Company. Death was pro- duced by six or seven kick-: in various parts nf the body; in one place where a kick woutd be almost necessarily fata], and wa.s actually fatal. Provocation might reduce the crimo of murder to manslaughter, but it must ne provocation of a physical sort.
