It is pobable, how- ever, that the percentage of increase all round will not be very considerable, and its effect will to a great extent be neutralised by the special facilities for borrowing which the Loval Govern- ment Board are empowered to sanction under Housing Act (No. 2) 1914. The main object of Parliament in voting a Treasury Grant of four millions was, of oourse, to stimulate building activity in order that unemployment in the build- ing trades with the consequent distress might be prevented. The provision of useful labour is more economical than the relief of distress, and it seems fair to ask local authorities not to apply to housing schemes carried out during the war period those commercial principles which cannot entirely be ignored during times of peace. We believe, how- ever, that with care working-class cottages can be built, even under present abnormal conditions with- out involving any loss to the community as a whole. On behalf of the Council of the South Wales Garden Cities and Town Planning Association we desire to suggest to members of local authorities and others, methods by which the solution of the housing problem can be facilitated:— I (1) Local authorities are being invited by the Local Government Board to submit without delay schemes for the provision of dwellings with the aid of Treasury monies already referred to. We would trongly recommend public bodies to respond ae soon as possible to this invitation, and to under- take schemes on more extensive lines than has hitherto been customary. A large proportion of the four millions should be secured for circulation in South Wales. There oan be no difficulty in making out a very strong case for special con- sideration. especially in rapidly developing areas such as those of the anthracite district where col- liery activity has been much restricted as a re- sult of the war. (2) Much of the unemployed labour is in other trades than the building trade, and unemployed miners, tinplaters. etc., cannot be expected, even if Trade Union customs permitted, to discharge the. skilled tasks of bricklayers, carpenters, plas- terers, or plumbers. Most unemployed workers, however, oan handle picks and shovels. and it seems to us that road construction, trench-digging, etc.. would be the most suitable forms of employ- ment to encourage. We would suggest that in order to increase such forms of employment local authorities should approach local landowners, many of whom happily are prepared to make great sacrifices for their oountry at this crisis in its history with a view to piwaiHng upon them to undertake without delay schemes for the de- velopment of their estates. In nearly every township in South Wales there are large areas of land available for immediate development. Roads and sewers need to be constructed in order that the land may be prepared for extensive building schemes which cannot much longer be delayed I nhappily existing by-laws regulating the oon- structinn of roads, sewers, etc., are unduly re- strictive. and impose upon landowners much un- necessary expenditure without in any way in- creasing sanitary efficiency. The immP-diate modi- I M I Odi- cation of such bye-laws would enable landowners and developers to adopt the more attractive and expensive roads that are usually associated with the term "'Garden City, and would, we be- lieve. give them an incentive to develop their estates without delay. It would be well at any rate to invite landowners to prepare and submit schemes of development for the consideration of the local authorities. (3) Much will be heard in the immediate future of public utility societies, that is. housing societies organiser! usually on a oo-operative basis with dividends on shares limited to five per oent. One l l mpthoo of assisting such societies is for local authorities to purchase the land and to con- struct roads and sewers and then to lease the sites r "j? Periods to societies of this character. In some districts also individual ownership scheme in connection with the Small Dwellings Acquisition Act might be arranged. Whatever schemes are adopted, however, it is essential that they should nroceed on right lines. Thp development of building estates should be in accordance with "Garden City" principles, and care should be taken to arrange building schemes in such r way that thev Vill not militate against effective town-planning at a later stage. To assist local authorities, landowners, co-operative bou- srvMeties, and other development and build- ing agencies the Association has set up an Enquiry and Advisorv Department, and will be glad to suppiy information concerning housing legislation and procedure, to advise on housing schemes of various kinds, to suggest economical methods of estate development, and to render any other assis- tanoe not involving any technical work that should properly be carried out by architects, sur- veyors. and other professional men. If desired a representative of the Association will attend meet- ings of Housing Committees, or meet promoters of honsing. and development schemes to offer such information or advise as may be required.—We ase, yours etc..
