P.T.'s Centre Examination.
P.T.'s Centre Examination. Council Disatisfied with Results. The August meeting of the above Com- mittee was held on Friday last at the Council Chamber, Pentre, Councillor Dd. bmith, in the absence of the Chairman (Dr. W. E. Thomas), presiding. There were also present Councillors Alderman W. H. Mathias, Thos. Griffiths, Thos. Thomas, Ben Davies, W. P. Thomas, W. W. Hood, Dr. Tribe, D. R. Jones, Griffith ILIVSS&S; Tom Evans, David Rowlands, together with the Clerk (Mr. W. P. Nicholas) and the Director (Mr. T. W. Berry). The Clerk reported that he had written to the Clerk of the Glamorgan County Council with reference to the poor results of the Preliminary Certificate Examination held in connection with the Porth Pupil Teachers' Centre, and stated that they as a Council took a very serious view of the matter. Mr. Franklen, in the course of one of his letters, suggested that a con- ference be called to discuss the whole of the secondary education question, and he (Mr. Nicholas) advised the Council to accept the suggestion. Resignations. A batch of resignations were accepted, including those of Miss Hodges (French teacher at the Higher Elementary School, Porth), who had been appointed to a similar position at Croydon; and Mr. Lethbridge, Pentre Higher Elementary School, who had received an appointment at Brighton Secondary School. Eisteddfod at Penygnaig. Mr. Tom Evans made an application for the use of the Dinas Schools on the day of the Penygraig Eisteddfod, Sep- tember 3Uth. Mr. Evans pointed out that this would be a great day for Penygraig, the eisteddfod being held on a very large scale, and it was the intention of the com- mittee to hold the preliminary tests at the schools, if granted. The proceeds were in aid of the Porth Cottage Hospital. Mr. Thos. Thomas remarked that a reso- lution was recently passed at the Council forbidding the use of any school during school hofurs, and Mr. D. R. Jones pointed out that this resolution would have to be rescinded before permission to close this school could be given. Mr. Tom Evansi replied that this was not on a par with the application received from the Baptist Association some time ago. The eisteddfod was to be held on Monday, and for one day only, whereas in the former case two days, were asked! for in the middle of the week, and the I argument then used was that this would disorganise the working of that school for that week. The application was granted. Building Committee's Report. The Building Committee reported having received a letter from the .board of Jbidu- cation, enclosing a copy of H.M. lnspec- tor's report on the Xynewycid Sciiool, -forth, ana stating that in view of tne long time that would of necessity elapse before the new permanent school would be ready for occupation, the Board con- sidered that some additional temporary accommodation should be provided forth- with, and that they would be giad to' receive at an early date the proposals ot the Committee to that end. The Director wasi authorised to relieve the pressure on the accommodation of the mixed school by transferring pupils from the upper standards to the Porth Higher Elementary School, or by retaining Stan- dard 1. in the infants' department. Another letter was received from the Board, stating that the Board had had under consideration the claim of the Com- mittee in respect of the Cymmer School, and requesting that the proposals of the Council for providing additional school accommodation at Cymmer be submitted to the Board immediately. The Director stated that he would inter- view the Board of Education upon the matter. Goili School Site. The Committee further considered the offer of the Bailey Estate to sell two acres of land for the site of the above school, and as the amount asked for was con- sidered excessive, the Committee recom- mended that £ 600 per acre be offered for the land. A similar offer was made in respect of a site for Tylorstown Schools near the Tylorstown Church. Tenders. It was also resolved that Attendance Officer Rowlands' attention be called to the attendance in the girls' departments in his district-the percentage for the last month being only 86.4-and that he

Griffiths, Tonypandy, spoke to watching defendant's movements on the morning of the 30th July, and saw him receive something from about a dozen men. Again during the afternoon defen- dant's movements excited his suspicion, and he was eventually arrested and taken to Tonypandy Police Station, where he was charged with frequenting Dunraven Street for the purposes of betting. In reply, defendant said: I don't make a book myself; I put a bit on horses for myself, and sometimes I take a bit from a friend and put it on." Upon search, jE:2 10s. in gold and L4 4s. 3d. in silver was found upon him, together with two racing diaries, a cutting of an advertise- ment of a bookmaker's outfit, and an advertisement of a book entitled The Art of Bookmaking." Mr. James submitted a point of law that there were no betting slips found on the defendant, and there was nothing to prove that he was there for the purposes oi inciting any person to bet. The Bench disagreed, and Mr. James thereupon pleaded for leniency, adding that the defendant had pledged his word that nothing of the kind should occur again. A fine of 210 was imposed.

The Director reported that in accord- ance with the instructions of the Com- mittee of the 28th May last, he had caused enquiries to be made with the view of making arrangements to have the boy John Bowen Williams, 15, Furnace Road, Pontygwaith, sent to the Swansea and South Wales Institution for the Blind, and that the Attendance Officer had reported to him that the boy had left the district since the 19th ult., and that every possible effort had been made to trace him, but without success. Music for Schools. The Committee considered the reference of the Education Committee as to the desirability of the Council providing pianos or all new schools as well as for those existing schools which do not now possess an instrument, and it was ordered that the Director make enquiries and sub- mit a report showing (1) schools having pianos, and the manner in which they were secured, and (2) schools without pianos. The tender of Mr. John Davies, Bremner Works, Ystrad, for the printing of the Director's annual report was accepted. Pupil Teachers' Centre. The following minute appeared in the School Management Committee's report: —Resolved that the Chairman, Clerk, and Director be authorised to frame and send to the Glamorgan County Education Com- mittee a resolution expressing the dis- appointment of this Committee with the results of the recent Preliminary Certifi- cate Examination, at which 90 of the Council's pupil teachers were presented, and of whom 50 passed and 40 failed, about 6 only having secured admission to training colleges, and pointing out the serious effect of the exclusion of so large a percentage of the Council's pupil teachers from the benefits of training. Entrance Examination Results. The Director submitted the result of the recent Entrance Examination in con- nection with the Higher Elementary Schools at Pentre and Porth, and it was resolved that the reports be printed and circulated amongst the members, and that the Director also report thereon to the Committee at its next meeting. It was also ordered that the Director communicate with the head-teachers of those schools from which no pupils at- tended the Entrance Examinations, ask- irig for their explanations of their omissions to present pupils, and that he also arrange to examine the upper standards of one or two of such schools with the view of ascer- taining the number of pupils which could reasonably have been expected to secure admission to the Higher Elementary Schools if presented for examination. Suspension of Grants. The Director reported that the Board of Education had temporarily suspended the payment of grants in respect of the Cymmer and Ferndale Schools, pending arrangements being made for the provision of additional accommodation. The Director informed the Committee that he would be unable to attend the Welsh Holiday Course at Aberystwyth as appointed by the Education Committee at its last meeting, he having been previously appointed to represent the Education Committee at the International Congress of School Hygiene in London in August. tl was resolved that the Vice-Chairman of the Council be appointed to visit the Welsh Holiday Course in the,- place of the Director.
