Evidence of arrest was given by P.O. Goo rye Jones, and accused was reminded until the fol- lowing day, bad being allowed. THE FUTURE OF THE SMITH FIELD FORTNIGHTLY FAIRS. A public meeting, convened by the (Alderman U\><J,z Jones), was held at the Town Hall on Tuesday afternoon to consider tho question of improving the fairs. The meeting waa arranged at the instigation of the To^u Council, who had invited a number of leading farmers, dcabr3, and others, to be present at the conference. The Mayor presided. The question of instituting weekly fairs uas first discussed, and it was unanimously decided that it would not be in the interest of the to hold buch fairs. It. could not, in his opinion, bo sustained in the face of the keen competition of the pre-sent. day in the form of private and public auctions. Mr Rowlands said that fortnightly salc3 had already been tried, and proved to be failures. The result, would be exactly tho same with tho fortnightly fairs. C. Hridgeinan, M.P., and Mr K. Mainwaring, these gentlemen having been requested to attend by Major Iladcliffe. The meeting was the largest of its kind ever held at Llandudno, and had proved of much benefit to the party in that locality. Mr Arthur Hughes addressed one of the Bcthesda moctings, and tho Rev. R. Richards moved that the Management Committee should considei <, the advisability of holding a bazaar for the purpose of liquidating the debt on the asso- ciation, and to provide means to contest the divisions. He said that the Carnarvon Club was once face to face with a crisis. but a bazaar not only rescued it. but was the means of bringing it such support that it was now more than paying ita way. At all the local elections all the candidates brought out under the auspices of the club had ooen successful (applause). Mr HartWfH seconded the proposal, which was carried. Mr Ckdwyn Owen thought the best way to obtain local subscriptions would be by appointing local canvassers. Circulars were not of the slightest use. He was prepared to canvass at Pwllheli. Major Iladcliffe urged the importance of personal application for subscriptions, and that as the result of a system of per- sonal canvas the subscriptions in West Flintshire were increased by over £200. He was prepared to go round with anybody. Mr Nee expressed his willingness to join hands with Major Iladcliffe. TFlE NATIONAL UNION. The following were appointed to repre- sent the Associatlon on the Central Com- mittee of the National Union: Arfan, Mr Arthur Hughes; Eifion, Sir H. J. Eilis- Nanney. Bart, and the .Borough?, Mr Richard Thomas. THE EDUCATION AND LICENCING nILL CONDEMNED. Mr Lloyd Carter moved a resolution pro- testing in emphatic terms against the Government's Education and Licensing Bills, and earnestly trusting that the leaders of the Unionist, party would offer strenuous and uncompromising opposition to both measures. Mr Lloyd Carter stated that the Government were clutching at the lawn sleeves of the Bishop of St. Asaph to rescue them out of a serious dilemma. Ho had the greatest regard and respect for his Lordship, but without. expressing- am- opi- nion on the merits ard demerits of his mea- sure,, he must say that his intervention at the present time was, to say the least, most unfortunate. They had been like a garrison defending a besieged city which had out for the last four years. They defeated Mr Birrell's Bill, and they wero ready to repel the last assault made upon them by Mr M'Kenna when Soud(hmly, with- out any consultation with the leaders of the garrison, the Bishop St. Asaph, who he admitted had done, much for the sy.stem of education which they maintained was th0 proper one, came out and acted in an in- dependent manner, without asking the several bodies of the party whether they were prepared to parley with the enemy. He was one of tho«> who believed that by standing resolute they would prevail. It was a pity that the intervention should come at such a time,, but no doubt it had been done if not at the instigation with tho connivance of Mr Lloyd George, who could see that the Govern- ment would want all the support they could obtain from the Church rty in order to carry through tho iniquitous Lticeiisiiis Bill. Notwithstanding the help which somo I members of the Episcopal Bench might give the Government in order to pass the Licensing Bill, he was sure that the com- I mon-sense of the English j^eople would pre- I vail, and that this Bill would fail as other suuilar Radical measures dealing with the licensing laws had previously failed (ap- plause). Mr Richard Thomas seeond-od the motion, which was carried.

lHYL PALACE. THE DIRECTORS' PLANS. The annual niwliag of the Flintshire County Council's Theatrical Licensing Committee was held >esterday afternoon at the Rhyl Town Hall. On the application of the Town Clerk I (Mr A. Rowlands), the theatrical licence of ¡h9 Town was ronowed, and that (f the Pres- tatyn Town Ho 11 whs renewed on the. applica- tion o<f M r Hoi land Roberts. Mr II. F.. IKiughty, of Manchester, cl'i'irman of the Queen's 'Palaeo Company, applied for a theatrical licence for a proposed theatre which is to be formed out; of th-o Queen's Arcade. lIe explained that the Arcade was not touched by the fire, and by taking out tho shftps, provid- ing a stage at the Sussex-street end", and making the roof gard'ns over the sh-ps into a balcony, a hall might bo made which would have a seat- ing acoominodation double that of the de- stroyed Palace ballroom. The hall would have a floor suitable use a,s a skating rink, or for dancing, and the place would also be avail- able for mass meetings. The main entranoo would be from the Parade, but there would be emergency exits into Sussex-street, sufficiently commodious to empty tho building in three minutes. An arrangement of partitions enable the ball to bo divided into smallo" rooms in the winter. It was proposed to build shops facing the Parade ct the front, of the oM ball- room, but the remainder of the bail room site would not be used for the present. A great deal depended, however, on tl?e decision that day of t.ho Licensing Committee.
