The Postmaster General -shall receive letters directed to places abroad, both within the King's dOlUinloll a IHI kingdoms aud ecitintries be- yond the seas, from persons who may be desir- ous to forward them themselves upon payment of a third of the packet rates, aud shall mark the postage and return the letters to the persons-, who may forward them by any vessels, not be illg packet boa's, without penalty. Mnsters uf Ships. Sect 6. Are to pay as above for the hags en trusted to then), and on delivering the same in a perfect state at any Post-office in Great Britain, will he repaid by the Postmaster the sum of money which, rtlcy shall have so advanced, and also for their own care and trouble the sum 01 twopence per letter for every leI ter or packet contained in such bags or parcels. Sect. 7. If any Master shall opet) any bag or parcel entrusted to him, or take out any letter, or not (July deliver the ha with the letters- t 'tie PO-it-OffiCe, of the place where he shall ar-i rive, without wilful or unavoidable delay, every master shall forfeit and pay £500. I i, The masters arc required oil their arrival in port, to sign a declaration that they have delivered all letters on hoard according to the Act, and until such declaration, the officers are not to permit the vessel to break bulk, and every master wilfully neglectill shall forfeit £;")(\, And with respect to letiers from Gleal t-tritaiu to count rie's abroad, masters of vessels are re- quired to take notice, that if they shall have on boaid any such letter (except the letters of their owners ) neither inclosed in the sealed bags thai will conlinue 10 be made up at the General Post- omce.and at the out ports, nor having the offi- cial maralld stamp. to denote that a rate of postage has been paid for the same (of which stamp impressions are exhibited at every Post- office) such IlHFter shall as aforesaid forfeit the sum of five pounds for every letter. And the officers of the Customs are, under ihis Act, 10 adminisser an oath to every mas er, that he has not any letters on board contrary to law. Officers oftlta Customs. Sect. 9. The principal officers of the Customs at every port, are required to search ships for letters on board, contrary to the Act, and to s-ize them, and they are to be intitled to a moi- ety of the penalties. Sect. 10. Such officers are requ*, red to adminis- ter all oath to every master outward bound, that he has not any letters on hoard which have not paid the rates, not being the letters of the owners, A declaration is to he signed by every master, arriving from abroad, as explained in that part this Advertisement immediately addressed to them, and until such declaration the officers are not to permit the vessel to break bulk, and (sec. 12) if any Collector, Comptroller, or Principal Officer, hereby required to prohibit any ship or vessel breaking bulk until the provisions of this I Act he complied with, shall permit such ship or vessel to break bulk, such Collector, Comptrol- ler, or Officer so permitting such ship or vessel to break bulk, shall lorfeit and pay file sum I of Twenty Pounds; one Moiety thereof to be paid to tbe iufqriucr. Merchants, Brokers, and the Public, Sect 8. Will take nptjice that if any person whatsoever shall end any letter or packet by any ship or vessel of which he shall not be 'he owner, or if any master shall have on board or carry any letter not being the letter of his owners, without such official mark thereon, the person so offend in g shal forfeit 51. for every such letter or packet. Sect. 14. Any person who shaH forge or coun- terfeit the stamp mark of postage, or designat ion, to t)e put upon the letters by authority of rhf Postmaster General, with intent to avoid the postage, will be guilty of a tuisdenieanor. Sect 13. The several penalties of this Act to be recovered in any Court of Record with full costs a Moiety to be paid to the Kiug-, and the I other to any person who will inform-and sue for the same.
