I CITIES AND ART. I
I CITIES AND ART. I WELSH I NATION AND A CREAJ; I MOVEMENT. Wales and the Fine Arts, Pa«tj Pre- i sent and Future," was the title of an interesting lecture giv?n at Cardiff I&st night by Mr. E. RimbauM Dibdin, curator of the Walker Art Gallery, Liverpool. In the course of his remarks, he said, LAlthough art has not yet taken root in Wales a? a national institution, J there is suiucieut evidenco that We18h men under favouring conditions are capable of taking high rank among the artiste of the world. "One could not speak of a Welsh school of art," he continued, as one (ould of a Scotch or an Irish school. This wa-s in no way due to any incapacity or fault in the Welsh nation, but merely to the fact t.h.a.t until a comparatively recent date they had no large cities, and it was only in cities that any of tho arts could flourish. The only possible exception was the art ot poetry, though even it thrives best in the busy hum of city life.' However, they could now venture to prognosticate what would be *C outstanding characteristics of that Welsh a.rt of tho futme, y.rhich he he- lieved the splendid spirit of Whales was taking measures to create."

Will SUIT ENDED.__j
Will SUIT ENDED. j BRECON BROTHERS ARRIVE AT FRIENDLY AGREEMENT. On the conclusion of the olaintifi 's caste on Wednesday (before Mr. Justice Sargant) in the Chancery Division a settlement was reached of the action in. which an ex-mayor of Brecon (Mr Wm. Morgan) was sued by his brother, John Jones Morgan, as beneficiary under the will of a third brother, Thomas Fitt- wards Morgan, a timber merchant and contractor at Brecon. The defendant was tho sole executor Mid trustee after the death of his 6t.er, and plftintiff sought, OOtid counsel, to have an ac- ¡ count of the estate taken on the foot- ing of default afid to render the de- fendant liable for alleged breaches of trust. The defen-ce was a statement that what the defendant did in carrying on tthe business was in pursuance of a verbal agreement which was ooin-e to between his mother, his sister, the plaintiff, and himself. Ooun?ei for the plaintiff were Mr: Romer, K.C., and Mr. Rowland's (in- structed by Messrs. Wrcntmoro and Son, agents for Mr. Walter C. Spic kerncIL of Tonvpaud?). and for the de- fendant Mr. (hant, ?.C., and Mr. Har-1 mon (instructed by Messrs. Jeffreys I and Powell, Brecon). Satisfactory Settlement. I James Richard Morgan, builder, of Talbot Villa, Brecon, testator's eldest brother, explained in cross-examination that when he ceased his association with the testator's business there went with hint by arrangement the business with Lord Glanusk and the supply of two firms. The witness had not spoken tb Williams since, but that was not on ac- count of a quarrel. The witness had never fomented the quarrel between John and William. He now employed ten, oometimü twenty, men at Lord Glanusk's. They now cut tnost of their own timber. The plaintiff said that after the read- J ing of the will William said to Jamen. and himself, "We will go on as we were before." Plaintiff's wife, Annie., said that her husband continued to work for William as he had done for the testator, receiv- ing 33s. a week, from which hi allowed her £1 for housekeeping. After a discussion between counsel, Mr. Romer announced that the parties had bepn able to arrange a satisfactory conclusion v? th? case, and that the terms had been signed* by the plaintiff and defendant, and also by Mr. James Morgan, who was interested in one of th"terms. His Lord, ship said he greatly appreci- ated the conduct of the defendant in not cross-examining. Friendly Ralations. j Mr. Romer added that he understood that the defendant thought some state- ment of hio a reflection on his moraJ character. Mr. Romer desired to a6- sure him that nothing of the kind was intended. His Lordship said he had heard nothing that was capable cf that t'on- struction. Ho thought a great deal of kindness had been shown by the de- fendant in avoiding cross-examination, and he hoped that the parties would now resume their old friendly rela- tions. Mr. Justice Sargant said he would give liberty to apply in chambers to dis- charge the receiver who had been ap- pointed.

WAGE AVERAGE. I COAL TRADE CONCILIATION BOARO SUCCESTED. I A meeting of the Board of Concilia- tion for the Coal Trade of South Wales a.nd Monrnoutbsliire was held at Car- diff yesunday, Mr. D. A. Thoma*s pre- siding over the owners' representatives, and Mr. W. Brace, M.P., over the wo rkmen' s representatives. The workmen's representatives sug- gested that a joint meeting of the Board should be held with a view to seeing whether some arrangement oould be arrived at in regard to the period of averaging wages of piece workers in view of the recent decision of the Court of Appeal that the rulo in Lord St. Aldwyn's award, providing for a oeiiod of a fortnight, was ultra vires. The owners' representatives agreed to the -suggestion, and it was arranged that a special meeting of the Board should be heJd on a date to be fixed by the joint secretaries. Mr. D. A. Thomas, on behalf of the owners, drew attention to the fact that a large mlllher of workmen at the col- lieries took New Year's Day as a holi- dav, and he pointed out that this was a breach of the Concilation Board agree- ment, more especially in view of the fact that the owners had allowed the workmen to have three days' holiday at Christmas. Mr. Thomas said the owners most strongly protested against the workmen having absented themselves from work on New Year's Day.

WORKHOUSE SERVICE. FREE CHURCH SECRETARY'S EX PLANATION TO COMMITTEE. At the Swansea WorkhotLSe Visiting Committee on Wednesday, Mr. Mitchell in the chair. Mr. Wm. Owen attended for the first time since his recent serious illness, and was greeted with applause. No service was held in the Workhouse last Sunday afternoon, and the atten- tion of tho Secretary of the Free Church' Council had been called to it. Rev. Cynoll Lewis, the Secretary, wrote to say that the Jtev. W. Meredith of the Forward Movement, was to have taken the service, but he was lying seri- ously ill, and couldn't have known of the appointment, or he would have ar- rangod for someone to take his place. Had lie known, continued Mr. Lewis, ho could himself have taken the service as he was in Terrace-road that day. The committee thought the explana- tion. satisfactory. There are now 680 persons in the Workhouse—125 in Hospital. ilia vagrants were received last week. The Master said that the meeting of Workhouse Masters to consider the question of dealing with tramps, which the Committee had previously decided lie should attend, would take place at Pontypridd on February 6th.
