I I We have only to consider the tre- mendous increase in the Armies operat- ing in the western theatre of the War, to realise why stress is laid upon the necessity of more and unstinted muni- tions of war. Nobody outside official" circles—except perhaps the Germans^— knows the actual number of'the British Army on the Continent, though it is an open secret that large draughts have recently been transported to French soil, and in due course there will pro- bably be a million more men ready to go. From an omcial French source it is announced that there are at least two and a half millions of French soldiers- at the Front, with one and a half mil- lions in depots, and three-quarters of a* million in reserve. These constitute total greater than the whole of Ger- many's forces on the western front, which are estimated at two and a half millions, without taking into account the new formations. Assuming Ger- many's permanent losses to number about a million, it is clear that her re- sources in fighting men in the west are unequal to those of France and Great Britain. The main object of Germany on the east has been to capture War- saw, an achievement which, according to the military view, would' enable her to release large reinforcements for the west. After Przemysl, however, the capacity of the "Russians to keep the German armies in the east fully occu- pied will not be wanting. I The critical time in the operations is expected, in well-informed circles, at, I the end of May. or the beginning of June, when, in addition to superiority in numbers in the field, the Allies will largely depend for success upon the weight of artillery and Supplies of am- munition. The expenditure in this re- spect must. be prodigious, and that is why it is of the utmost importance that labour and capital should compose their differences, remembering that we have to help to supply Franco and Russia, as well as ourselves. In a free coun- try like ours, working men cannot be driven to work. The best will never be got out of men who are smarting un- der what they consider to be an injus- tice. Treat them properly, appeal to their patriotism, secure their goodwill, and give them a share in the profits I they -ire earning, and they will do all that is in their power to increase the output. Lord Kitchener has intimated that some proportion of the profits of producing firms should be shared among the workmen; and Mr. Lloyd G€>orge has announced that the Govern. ment intend to conclude arrangements, with all firms engaged on ttrmament work. providing for the limitation of profits. The relaxation bf trade union restrictions are to be temporary, and the benefits accruing from them < are to go in part to the man, and to the State.
