The Deputy-stipendiary, after further dis- elision, retired to read the law upon the point, and, upon ret-urninur into court, said that Mr. Williams stated that the case for the prosecution was closed, and he, in replv to Mr. Brown, promised that no moro evidenoo I should be called. If bo allowed any further evidence to be called, he would be guilty of a bn-ach of faith, and, therefore, he could not anow the case to be re-opened by the prosecu- tion. It seemed to him that under the section of 10 Vic., 011, 27, that it was neceNUY for tlu) bv?-laws of an undertaking", such as the dock company, to be binding upon others, or to be used in evidence in support of a prosecu- tion of that nature, that two steps should Le. taken—that a written or printed copy of the bye-laws, authenticated by the signature of a juclffe of the High Court, should he put in evidence* A printed copy of tho bye-boys was handed to him, which bore at the eud the, printed signature of the judg^e, "John C, lhy," one of the justices of the High Court of Jus- tice." That was not a signature of the fudgp. He thought the signature should be the original signature of the judge of the TTih GOlt", a¡,¡-" nded to a written 01' printed copy of the bye-laws themselves, and also it waR neoeotsary that a proof of the publication of the bye-laws «hould be given. In that case, no Sud1 proof had b;^en ¡:iti"fn It was a criminal pr').(utiOt1. and those who repre,-iented the defendant hNI a perfect rigM, to take advantage of any objec- tions that lay in their power. It had been paid over and «>ver again that the strictest, proof must bo siven in criminp.1 races. THE FIRST STEAM ENGINE.
THE FIRST STEAM ENGINE. LETTER FROM MR S. W, ALLEN, CARDIFF. INTERESTINOr DISCOVERIES AT RAG- L.« CASTLE. TO THE EDITOK OF THE WESTERN MAIL." -Ir(Aice in yow paper of Turz?sdav a. letter from Mr. T. Chshick, of BrJ?end. in refertnoe to tile old oontroversv all to who is the I'e,d inventor of the steam engine. As recently as within the last month I had the honour of reading a, paper within the historical ruins of Raglan Castle to the Iusti. tutÐ of Marine Engineers 011 the "Auti<[uitv of the Steam Engine and its Asfiooiations w-ttn Ragian Castle." The following is short extract frem that pgper: "Are there rot- unmistakable grooves and recesses fhflt can easily be seen, aivl, with some little ingenuity on our part, filled \w& the old m,>oh.,ru<JaJ "pplianC<es, Over the arclietl doorway leading from the founUih court ts a recess measuring about 7ft. bv 5ft., a little over 6ft. in the centre. On the outside are two square places, and itfcov- them two vertical grooves about, a foot square in ividth and Adjoining:8 JIBIASP gr<,?v? but ?"min..t.in? ? t?. btt?om In two te?. grooves of four inches ond a )M.f tn 'width. Conneotxl a. Httle way up with the large groove, this second portion has it distanot cell bfhind it lass in dimensions than the first. From the summit of the three large vertical channels to the giouud measures 46ft. It would be quite- possible to work a sinall boiler in eaoh cel-l, and the l)ipe from these boilers might have been enclosed in the grooves described disoharging tht water into the cistern on the roo.f of the citadel. Th# boiler might have been "amlv supplied with water by pump3 fi-om the moat belo-w, or by forming a vaouum for that purpose in the boilers themselves, or in the receiver connected theraivrth. Tliore it aJso a small room immecsiatelv behind this an-angement that might also, and, probaHy, did. contain a sfeam boiler." I append to this a photograph taken at the time of our visit by one of our mem bers (Mr. W. Evans. Naval architect. Cardiff), in which t.11es mysterious grooves and recesses though circums-t<i,nt'a.l, a,re to mv mind, per. fectly oopclusive, even ii the "Ceuturv of In- ventiojw" had not been vrritten, as I know of no other purpose for which hey c(;nld have ?t'l?? i'?, d, .1 ti.d tl,,il in the year 1669—but bere I cannot do b?,tt?r til? give you a further extract from my paper, viz.: — "The marquee n,d ertctd: one of his machines on a large scale at Vauxhall. Tliis was in operation on the 29th of May, 1669. On that (ilay it was inted hy the Grand Duke of Tu^oany, then on a visit to Charles II., and an account of its performance &vas drawn up and inserted in tlu ofHci't.l jonrnnl of the Grand Duke's travels, kapt hv Count hM secretary. It raises water more than 40 gl>metrieal feet by the power of o-nt man only; and in a nry short space of time will draw up foui vessels of .tra.ter through a tube or channel not moie than a span in widtn, on which a-ccount it is to bo con«idered to be of greater sei-vice to the public than the ivtiiev machine near Somerset Howe." I find in the Patent Office records that th date 1661 is given as the first publica- tion of the Marquees of Worcester's "Centurv (,f Inventions, 1 in which he describes his "stupendous water-commanding engine, and that in 1698 the fil'I't mention is made of bavei-y's invention, so that 37 years had elapsed during which time Sa\-ory nxight have had the opportunity of something about the Marquess of Worcester's -invention, •a-adi, doubtlessly, imprnving eonsid?rnibly on the same. To say that anyone in the recent centuries can hy claim to having discovered the elastic force of is as absurd as to believe;n the well-known of d-vrnss- Watt and the hettle story, when its power had bsen employed centuries before the Christian by the anwent priestliood oi lwypt.—I am, &C., S.
