Tlio matter had been fully discussed oyit of doors, and it would bo the duty of the guardians to report upon tlio condition of the books before accepting the retipnation of Mr. Davics. They knew that there might be circumstances which would make a defaulting collector anxious to resign for the purpose ot' ?etth]goutot his responsibility in a respectable ?,d rjuiet warmer. It. was better, therefore, that they should not overlook fanlts and mismanagement which might bo discovered in the books. lIe was very :U1¡¡ioU3 t1,t the board as a public body should mark their sense of anything that n ight be wrong in such a way that they should obtain the confidence of the ratepayers. It had been fret ly talked about out of doors that Mr. 1'(,(8'8 Lo"ks might be wrong, and that some inaccuracies might bo discovered. If that were 80 it would be thur duty to dismiss him as Ii collector, because the higher a man stood in the Wt;tiah when lie holds such a position a.i c,,]] for to the poor, the more will be the dia- appointment of tEe public if they find thoy hfiyo been mistaken. If he fo&feited the high position which ho held, they, as 'a public board, ou,?ht to be tho first to investigat,? tho ease, and say what their action should bc-whdher they should accept his resignation, or whether iboy should dismiss hiin. Ho moved that a couimitteo bo appointed, so that they should 00 able to go into the books, and re- port. to t1,o beard as to whether the resignation of Mr D.iviea should be aceeptc;c1 or not. In the meantime it would be necessary to take steps to secure a fcuecestor, because tho overseers would have the- responsibility of going on with tho col- li ction of the rate, and he (the chairman) believed that the overseers would be in no pecuniary trouble in regard to this matter, because the rate wes a new cne, and. no large amount had been coikcti d. They would therefore require a collector to go on with its collection as soon as possible. It would be ne- cejsary, he thought, to issuo an advertisement lor I]. collector for the hamlets of Clase Higher and Lowtr. Mr. NAYSMITH seconded the resolution, :md in doing so tiatcd that at the last Kastor vestry a I committee of inquiry was appointed to inquire into the books for Clase, but that committee had bt en unable siu-e that time to get at the hook, IN LeLevc-r they had applied their application had betn rtfiii-td. Ho believed there was a necessity fcr the nioft. searching inquiry into the matter. Mr. I. Pun,Lira stated that a general purposes committee, consisting of the whole of the ilieiii. of tho board, had been appointed to take erg;.izai.ee of matters of the kind now befo e the board. It v.as a matter in which he thought all tlio ar.d it would be ^af.-r if the whola board con- sidered it than if it were dealt with by a smalt committee. 5'r. XATSMI'J'u thought this was a special cass, which did not come within tho duties of tho general purposes oommittee. Mr. l'urt,LIPS moved, as an amendment, that the matter f-hould be referred to the general pur- poses cúmmitœe. Mr. J. BesE teeonded. On the emciidnient and original motion being; put to the meeting, 11 appeared in favour of the f0iir.cr, ani 13 for tho latter. The original resolu- tion \IUS therefore carried. O11 the question of inserting in advertisement :n tho local papers being bronhj; for.vard, Sir, B.vui Btated that he was of opinion that !it ft,ture tho board should have securi# ty from u guarantee society, and not from private individuals. ° When a Inrge defalcation arose, the board felt a compunction to ask private gentlemen to refund a SlItII of money for which they had received no recom- pense. (IJea)-, hear.) They would not havo that compunction in tho case of a guarantee EO. ciety, which was paia for becoming security. Ho thought that the security of all tho ofl-icer" should be transferred to a society of thu deioription lie, hac mentioned. (Hear, hear.) The CuAir.stAN agreed with wbat lrvl boon stated by Mr. Buth, and it was then agreed that advertisements should bo issued for a collector for Clase Higher and Lower at a percent ige of lid in the < £ oil tho amount collected, applications to be tent in before Juno 13(b, and tho security to be given by a guarauteo society. Sünll) dis-cuseion took place as to whether the collector should be bound to devote tho whola of his time to the board, and it was eventually agreed that he should not be so bound, but lie will not bo allowed to collect for any other body. This was ail the public business.

The trio of waves heard the evidence, and they afterwards adjourned to a neighbouring hostelry to refrish themselves, and to discuss what was best to be done.

The youngsters numbered close upon 2.00O. T ll??.y mustered at St. David's School, and proceeded to tho castle, by way of St. Mary-street, carrying banners and fiuss. About 000 of the number be. long to St. David's Schools, 409 to St. Peter's, ].riU to St. MaTy's, Canton 150 to St. Patrick's, C.rongetown 250 to St. Paul's. Tyndail-street and 50 to St. Joseph's, Penarth. They were I headed by the Hibernian band and the St. David's Catholic drum and fife band. Arrived on the grounds, the children were arrayed in front oi' the castle, where a magnificent altar and reredos from the eastla chapel were placed, and the solemn Benediction service was gone through, wiih the Procession of the Blessed Sacrament. Father Clarke was tho celebrant; Father N<5delec. deacon ar.d Father Butcher, sub- deacon. Father Bruno was master of the cere- monies, ar.d Fattier Buckley was also present. The Marquess of Bute was one of the canopy bearers during the procession, and Captain Nicholl was another. The marchioness followed in the procession. The service cowmeuend with the hymn, 0 Saluiaria, Hostia." Tho" Pauge Lingua" and the Litany of the Blessed Virgin and some English hymns were also sung in the procession. Afterwards, before the altar, the "Tan'um Ergo" was sung. The sister3 in charge of the St. Peter'3 School, Tyndall-Htreefc, the Nazareth Houte, Maindy-road, and the Perylan ndngc were in attendance. Dnring the whole of the service the weather was tine, the sun phh,jng briJliantlv, No sooner, however, had the children been dispersed into Cooper's Fic?ttl?, ?h(?re tea was provided for them, than a shower set in, am] it rained more or less heavily during the whole of the afternoon. PROPOSED CHCCWU AT Ti:DEOARVtLLE,— A meeting wai held on Thursday evening ia Tredegarville :N 3-ti Jyw,1 Schoolroom, to consider what steps should bo taken to provide a church for the district. The Hov. C. J. Thompson, vicar, presided. Mr, D. Griffiths moved, and h. E. Hancock seconded the following resolution :— That a con-mi,tee be formed for tho purpose of getting 30 or more gentlemen to guarantee the sum of JEfl.000 for the endowment of the now district." The motion was carried, and tho follow. ing gentlemen were nominated on the committue The Revs. C. J. Thompson and T. E. S. Citterns, and Messrs. D. Griffiths, K C. Downing, Tellef. sen, R. Hooper, Harrison, E. Hancock, T. Recs, D. Morgan, and H. Hancock. The Viear, in tho courro of some remarks, said that a suitable ohurch for the parish would cost .£7.000 or Jt8,COO, rerkonirg on the general estimate of £ Uj per sitting for 800 people. He advised the erection of a temporary building until tho funds required for a permanent edifice could be obtained. An iron churoh to seat 500 peotlo would answer every purpose, and would cost about £ 700 or £7)0, calculating at the rate of 30s per sitting. Tho whole under- taking, imduding the boundary fence, would be c-vcicd by XloO. Towards this there was in hand about Jj250, and he (the vicar) could already guarantee £ t><) in addition, so that there was still about JB0C0 at the outside to be Beuured. Mr, Downing proposed that the committee be asked to give their attention to tho collection of money towards the temporary church. The mo- ticii was seconded by Mr. Knox and carried. A parishioner observed that 500 subscriptions, each amounting in value to the cost of oue sit. ting, would at once put the committee in posses- sion of all the money required. Mr. G. Salmon asked in whom the gift of the living would be vested. The Viear repHfd that some time ago that question was considered, and it was thought proper that the Dean and Chapter of Gloucester, in whom was vested the patronage of the mother church, should have the gift of tho living. How- ever, he (tlie vicar) would have the pri. vilege of making the first appointment. Lord Tredegar gave the land on condition that the living was not vested in any body of trustees. It was decided for the first meeting of the committee to be held on Monday. The Vicar said that wlule he was working in promoting the building of a temporary church at Oathays, lie would also devote his attention to the providing of the needful accommodation at Tredegarville The meeting was brought, to a close by the vicar pronouncing the benediction THE CANTON WESLEYAN MUTUAL IMPPOVE MENT ASSOCIATION held their third ann\1:¡,lsoi. on Wednesday evening, whon an attractive pro- gramme was agreeably rendered. ACTION BY A COLLIERY MANAGER…
ACTION BY A COLLIERY MANAGER FOR WRONGFUL DISMISSAL. In the Common Pleas Division on Thursday (before Mr. Justice Denman and a Middlesex B ciitl jury), the ease of Piggford v. the London and South Wales Coal Company ?ts heMd. It was an action to recover compensation for the aUt?cd wrongful dibi?,sal of the ptMctitf from his pott a' manager of the defori w,to' collieries, fsili¡:er ofT'¡f!r: o?ii: tion, it being av?rred that the plaintiff bad been guilty of wilful disobedience of reasonable orders, and had also sent in false and incorrect reports with reference to the mine. Mr. H. Matthews, Q.C., and Mr. Jelf appeared for tht plaintiff, Mr, Fimlay representing the company. Mr. Matthews, in opening the C8.e, soH the plaintiff Wall mining eugmeer, nd for many years had had experience as to collieries. In March, 1874, he was appointed by the company to manage two cul1ierie. oelongirig to them in South Wales, one being situate in the Rhondda Valley, and tfto other at Hi sea, near Newport. His salary was to be £WI) for the first year, and advance at the rate of k50 per annum until it reached SHOO, the engagement to be determined by six months' notice. It beinrr difficult for the plaintiff to obtain a suitable residence In the neighbourhood of either colliery, it was decided that he should live in a house belonging to the company at Kisca, on the understanding that whenever any of the directors came down from London he should accommodate them. At Risca two additional pits were being sunk. The job was commenced by contract, but as the contractor failed the company contiuned it themselves. While the plaintiff acted as local general manager, William James was the chief mechanical engineer, and Mosau. Brown and BoweJls were the master sinkers. It was cus- tomary for the plaintiff to send in weekly and monthly reports as to the progress of the sink- ing, and these reports wore based on information supplied by James. Nothing unusual happened until February, 1876, when Mr. Milburn, a director, came down to Risea, and ordered one of the subordinates of tho colliery, Edwin James, nephew of William James, to measure the sinking. The plaintiff's last report was then discovered to be inaccurate to the extent of 15 yards, but no money inter ist was involved, bccauso ail tho men were paid, cither by salary or weekly wages. Mr. Milburn charged tho plaintiff wfth miscon- duct, but although the plaintiff explained how he had got the figures, Mr. blilburn imputed wilful deceit tobim, atid be, in consequence, sent in his resignation that very evening. The inacu- racy was afterwards verified by Mr. Watts, the chairman of the company, to whom the plaintiff gave the only explanation that was possible, namely, that the mistake was not his, as it wag not his duty to measure the pit himself. James said that tho figures he supplied the plaintiff were always correct to the best of his knowledge. With the assent of Mr. Watts the plaintiff made an appointment to meet Captain Hunt at Cardiff in the evening. Mr. Watts and the plaintiC travelled to Newport together, and on the way the chairman invited him to dine at his hotel. The plaintiff pleaded theappointnient with Captain Hunt, whereupon Mr. Watts got angry, and said something about the plaintiff being a paid servant. However, the plaintiff went to Cardiff, and Mr. Watts sent a messenger after him, saying that if he did not re- turn that very evening his dismissal should be advertised the next day in the Newport papers. lte;'J1F\ f J:prb: t:Pllel::t day he was peremptorily dismissed, and directed to quit the house, on the ground that he had re- fr.cd to obey orders. It %as alleged that the plaintiff bad sent on three inaccurate reports, bIL,I'¡tIt"j;nfr h¡hehjfd}\1es: of paper signed by James, the figures on which rr;n{de\'t h:e:lrs ti;h l:dvt sent in, although, according to James ,a present statement, even those reports were wrong. His Lordship interposed at this juncture, and said he thought this was essentially a case which a jury could not sati,f-trily d.eiie. a ilrz Finlay stated that Lis le?rucd friend Mr. Matthews had thrown an entirely wrong colour on the hole transaction. However, a consultation took vlace between the learned counsel, and eventually it was arrocd that u. verdict should be taken for the plaiutiif lor XIC.0 with costs.

Having regard to this largo increase of vagrancy in the union, tho board suggested that the guardians should erect walls on the cellular system for the male vagrants, and that they should also provide the necessary apparatus for enforcing the regulation re]¡tivo to the bathing of vagrants. The adoption of these measures would, the board thought, )iave the effect of redncirIT the number of vagrants apply- ing for relief. The observation of the guardians 01. these suggestions were solicited.| The Dm LTY C'I.IIRK (Mr. Scaulon) explained that, according to the master, tho Government Inspector's calculation was a wrong one, and that, the pallers he gave should be reduced to one halt (2.SC5). The Ci.EiiK said that even with that correction the number of vagrants was very large. The Rev. Mr. Voung As the matter is one in- volving- expense, I should like it to bo discus,:d at a lull board. The CLERK was then instructed to send a cor. rection of Mr. statistic* to the Local Government Board. The oOIl3ideratiun of the cellular system was adjourned.
