PENARTH LAWN TliNNIS TOUHNA-I PE,'4AIt'rll LA NN, N rLNNIS IbUliN A- 1 The concluding day's play in this important meeting, which will henceforth rank as one of the four national meeting of the year, was earned through in weather as entirely favourable a.. that on th oponing day was spoiJed by the execrable downpour of rain. Yesterday the un shone with scarce ft cloud, and the wind was only just suffi- cient w moderate the heat. Under tlieso favourable circumstances the attendance was very large and fashionable, the brilliant toilettes of the ladies IcndiDg a charm to the scene. Amongst those who were present during the day were Mr. A, J. Williams, M.P., General Watson, and General Leigh, besides a host of the best known resident. of Cardiff and Pennrth end a goodly number of visit.) & It is greatly to be regretted that the Pontypool meeting, which opens to-morrow, necessitated our local fixture being cloared up yesterday, for the work gone through entailed an immense and unfair amount of labour upon the competitors, and the late contests suffered in consequence. Next year arrangements should certainly be made to obviate a recurrence of this, for with the valuahle prize. to be played for our Joeal meeting deserves a bettor iato than to be crushed virtually into two days. Of yesterday's play certainly the most interesting contest was the final tie in the gentlemen's doubles, in which, after a most exciting match, Renshaw and Sweet beat Kayand Browne by three setts to o., In the semi-final ties for the Welsh Champion. ship lIrnwno easily defeated Sweet, as also Baldwin did Brownleo. The final, which was played off about six p.m., was sur- rendered by Baldwin after the first sett. He had just previously finished a ♦'gruelling" tie with Sweet for the gentlemen's singles. The semi-finals and final of the gentleruen's singles suffered in consequence of the amount of work the men had previously gone through. The prize for latties, singles fell to Mi&s Browne, of Cheltenham, who had all the best of it over the local representative, Miss Stephens. Appended are the .full results WELSH CHAMPIONSHIP. GROSS MISCONDUCT OF AN OFFICER…
GROSS MISCONDUCT OF AN OFFICER AT CARDIFF. At the offices of the Loral Marine Board, Bristol, on Wednesday John William Munsie, second mate of the steamship Gwalia, of Cardiff, was charged with gross misconduct, drunkenness, and neglect of duty.—Mr. W, Henderson, who prosecuted, said Muosie signed articles on June 2 to join the Gwalia on a voyage to Malta and back, but he did not do his duty, and was found helplessly drunk. Under these circumstances a substitute was found, and the present proceedings were instituted.— Munsie pleaded that he was not actually on duty when he was drunk, and that lie had been at work in another ship at Cardiff three nights previous to signing articles to sail in theGwalia.—The Board decided to suspend his certificate for two months, remarking that they would have passed a much more severe sentence but for the fact that Munsie appeared to liave a pcod clilitticter.

I BREAKING A HOY'S LEG AT NEWPORT. At Newport oD Wednesday William Johnston, a man formerly in the employment of Ir, Studt, swing-boat proprietor, was charged, on remand, with assaulting a boy named Albert Stubbs, and breaking his leg on 'Sunday, June 6.—Mr. T. 11 Parker defended.—On the afternoon in question a number of boys, amongst whom was Stubbs, climbed on the railings of the Cattle Market to witness ft volunteer parade. Prisoner told them to get down, and shook the gate on which pome of them were. The boys did not go down, and prisoner then pulled' Stubbs by the feet, to tha ground. He fell heavily a dis- tance of five or six feet, and cried out that his leg was broken. Prisoner, however, deliberately kicked him twice. The boy was con- veyed to the Infirmary, where it was found his thigh was broken, lie will probably have to remain nn in-patient for some weeks to come.—Prisoner denied kicking the boy, but the fact was fully proved.—Mr. Parker said Mr. Studt had suffered much inconvenience from boys going into the market where his swings were,-The Bench felt I that a very brutal slIlt had been committed, and sent prisoner to gaol for two months.

FAIR l'LAY FOR MK. CIIAMIIERLAIN. TO TN.: Jo:DITOR OF TiU; II WFSTrnS !dÃILo" SiK,—Mr. Uladstone lias submitted to the country a scheme which he and his colleagues alloee will tinallv solve a problem that has caused considerable trouble to the Governments of past veurs. The I'arnellites hailed it with enthusiasm Liberals (?) jumped with joy, nnd a few professed Radicals endorsed it being a step in the right direction to peace ?nd prosperity for a nation which, it is alleged, has been almost crushed to ?Mth'by tpgL?bt?e'tyrnnta. Cl?--lb?rli?in is an enereetic opponent of this scheme, and yet ho calls himself a Radical. Now, is this consistent V I say it is, and I'll tell you why. No man deserves the name of Radical who consents to a law being passed making the British taxpayers responsible for 1200,000,000 in order to buy out the Irish landlords, a class of men that stink in the of the majority of the labouring population. But I am told "You can venture to trust in tho Graud Old Man. He is an Old Parliamentary Hand he knows what he islioing; we shan't have to pay a farthing of the money." My answer is, No, J can't trust him; 1 rather confide in men like Messrs. Chamberlain Mid BrilIt; because it is not very long ago since this Old Parliamentary Hand permitted the bom- bardment of Alexandria, which led us into a most horrible war with the Egyptians and the Soudanese that increased the National Debt of this country by about twenty millions. Mr. Chamberlain pro- tested against that extravagant use of our money, and Mr. Bright left the Cabinet of Blunderers in dis- gust, and,to crown the political mess, this Old Parlia- mentary Hand authorised tho constrllction of a railway into the interior of that barren and use- Ie," land, which cost this country at the very least £270,000, a sum of money recklessly thrown away, because almost as soon as the line was made see- tions of it were torn up and the sleepers burnt by the natives. Now, if Mr. Gladstone's perception deceived him in such a comparatively simple matter ti,i,, riolit, I Fthould like to know, bag any man to tel! me "You mn trust the Grand Old ;De:Iee :Ynnqsst\;e: I which ianowbeforothe country"? !repc') such notions with ?corn F,nd I ?,ou,7 rather, i?t??itely rather, place my confidence in such a politician as Mr. Chamberlain, who aims at dealing out justice, not only to Ireland, but to England, Scotland, and Wales as well, than to an Old Parliamentary Hand who has almost always entirely ignored Wales, the most patriotic and tho most loyal country in the Uuited Ki.gdom.-I &e., A KHONDDA KADILAU. I THE TIN-PLATS TRADE, I
THE TIN-PLATS TRADE, I TO THE FDITOR OF THK "WKSTKR>f MAIL. Sir,— i our correspondent "hwausesi appear* unwilling that the old Y!?tlyf?r..?,l tl,or: I modern Gurnos Tinworks should re-st??rt. for he, with some feeling, states that the mere mention of such a fact would have a depressing effect upon the selling prices of tiu-plates and do an injury to the manufacturers. I would ask him what effect the following statement of his own will have on the depressed minds and ill-fed bodies of the hungry workmen and others interested, whose lives have been sustained by those works and who are eagerly looking forward to the day when they may again commence operations ? He says In the first place, the Gurnos Works are not sold, and, although a IIW company 11M ben formed to purcbae thp 1,Iyl,- Works, the required capital is not y?t half subscribed, and when thi" h done it. will tak at least 8b months to re.lUod1 and re.tart them. I do not know where "Swansea" receives his in. formation, but I happen to know something of both of these works. Thcugh the Gurnos Works are not actually sold, negotiations are pending wllieh may close any hour for their purchase, and as to the Ystalyfera Works, it is within my own knowledge that a provisional agreement has been signed for the sale of I hese works to acompany of gentlemen who have all the necessary capital veadv for re-starting the works, and that but for the slow ana unwieldy machinery of the High Court of Justice they would now be in operation. What harm, therefore, has been done if the hungry people of this district, upon hearing of an immediate probability of these works being sold and re-started, have, in their eagerness to resume their honest employment, snatched at straws and gone a little in advance of facuF 1 would also aik "Swansea" if he considers it Jast that the people of the Ystalffera and Gurnos districts should continue in a ù&8 of Mini-starvation, in order that some pet hclity of his own selection should go on and prosper, as this really seems to be the object of his letter ? As" Swanea chooses to write anonymously I will do the same, but I am prepared in one of the next issues of the Western Mail to DJce my real name and address beside his I own,—I am, £ tc., I own.-I YSTALYFERA, I June 15,
I THE HEALTH OF CARDIFF, j
I THE HEALTH OF CARDIFF, j During the week that ended on Saturday lltqt. the 12th 01 June, there were 83 births recorded a* having happened within the borough of Cardiff, 60 being the weekly average number last year. The deaths only numbered 24, one-half the weekly estimate the death-rate i. accordingly singularly low, namely, 12 4 per 1,000 inhabitants. Two deaths were recorded in public institutions, and 2 were due to violence. The deaths under 1 fell from 11 to 7, and at 60 and upwards from 9 to 5, A very excellent return is made as to the causes of death, the only fatal cases of zymotic disease being 3 of diarrhoea. In the corresponding week list year the births were 65 and the death. 35, yielding a rate of 18 3. The deaths from zymotic diseases were measles, 2; diphtheria, 1; whooping cough, 3; and fever 1. The stAte of the public health is still satisfactory in most of the large towns; there has, indeed, been some increase in the death-rate, but most probably, as in the case of London, this is to be referred to increased mortality from diseases of the organs of respiration rather than to those of an infectious character, the reports under the latter head I remaining very excellent. The sixteen principal English death-rates for the past weil: stand thus:— Ctr.tift. 12-4 Bal ford 14'6 Birmingham, 1511 Sheffield 15S London 16T Newcastle l?-2 Hull 18 I Liverpool 19*0 Br?'ford ?.' )97 1 Oldham J8 ) )*eds 21'5 I Halifax M 0 I Manchester 2'8 I 6.r? 2??4 34 5 Per 1,000 inhabitant* of each place, I

Defendant was an Englishman, and it appeared that a captain of an English vessel had a predilection for foreign sea- men, and defendant, in order to get a ship, repre- sented hinwelf to be a Norwegian, and made use of a certificate of discharge belonging to a Nor. we.-iad sailor. When defendant went to the Mer. cantile Offices at Cardiff to receive the balaneo of his wages the deputy-superintendent, from some eaMn. auapectfd hia nationality, and, on question- ¡8d;iûudtr1 admitted that ho had °UBe:; I the foreigner's discharge because the mate of the vessel had told him that the captain would only have foreign seamen on board, and that the mate had given him the discharge. He also stated that he was induced by the mate and Captain Black to make use of the 'discharge.—Mr. Charles Baker, deputy-superintendent of the Cardiff Mercantile Marine, having given evidence in accordance A,ith the above, Mr. Vachell applied for a warrant to apprehend Wood, who was seen early on Wednes- day morning making his way to Newport.-The aplication granted. Mr. Vachell then applied for an adjournment of the case, so that Captiin Black, who was about to sail, might be retilined,-TI,e Bench considered that there was no evidence for this course. Mr. Vachell said that they were going to prose- cute Wood, and he would afterwards give evidence against Captain Black. Nlr. Jones: You are going to convict him first and then use him as a witness. Mr. Vacliell: Yes, that is what we intend doing. The Bench, however, refused the application.
