Mn MuxpELLA did good service in the House of Commons on Monday night in calling attention to the eccentricities of certain elementary school inspectors, who he said made themselves very ludicrous For instance he said, the following were amongst their questions "If the north were the south, where would the east be F' ''If the Straits of Dover dried up, what would the land bs called'" "What is a steed?" When the children.answered "A horse" that was not enough, and the children were disrated because they did not jreply "A horse in motion." Again the children were asked What is the character of the despotism by which India isgovemed!" In one case the same questions were asked of children in standards two and five. We fancy some of the local school masters could i furnish somewhat similar instances of the I vagarics of their inspectors.

OUR INFORMATION AEOFT CYPRUS grows apace. A few weeks ago our minds on the subject were almost a blank. We had all heard of a certain Barnabas of Cyprus, who, having hinds, sold them there for the benefit of his poorer brethren in Jerusalem, but few of us would have ventured to an- ticipate that within A few weeks there would be a 1-11311 of Jews, ?l be a. rush of Jews, Greeks,. Egyptians, Maltese, and the scum of the Mediterranean to the island. Instead of selling lands there, they would bo ready to buy them at any rate of advance, sure that, cost what they might, they would soon be able to dis- pose of them at It proi]t, M soon as the island began to pay as a British colony. Our most reliable sources of informn.tion with regard to Cyprus may be said to be thcfic few We hare the reports of Mr Lang, a late consul there we ha.vc an account of Mr Po()1e, the nephew of Mr Lane, of Arabian Nights' celebrity we have also the reports of Herr von Loker, a German traveller, and those of General CI)nola, who was American consul there. We have thus two Englishmen, a German, and an American, all men of intelligence 1 .t 1'1' t' t l' and veraci t y, and their reports substantia!!y connrmmg each other. They all agree in supporting Montesquieu's remark that' material wealth is useless without the support of laws and liberty. Given a. moderate amount of protection and security that wliat lie sows lie also shall reap, and the Cypriote pca<tnt would soon make the island a very g:u'dcu of fertility. It does not need steam or all the other improvements of speculative promoters of bubble cumpanies in Loii(loii and elsewhere. There i no Eldorado there or elsewhere, and money in a new settlement is much more easily lost than made. Mr Cook has sent a commission thither to report on the capa- bilities of the island, and we do not wish to daunt that indefatigable caterer of excur- sions round the world, whether personally conducted or not. For the ruck of Cook's tourists Cyprus may or may not be the excursionist's Elysium. It Is at least as convenient a depot for Hyrian and Pities- tine tours as the Isle of Ma.u would be to a troop of American tourists brought over to do the British Islands. The island is nbont equi-distant by sea trom Egypt, Palestine, and the coasts of Anatolia as the Isle of Man is from England, Scotland, and Ire- land. In one respect it is an advantage in another, a (Irawback;: but we should hope that among other ad- vantages to ourselves we shall not over-look the inter sts of the islander. Cyprus for the Cypriotes should be our policy, at least at the outset; else, if we go on improving the Island at too rapid a rate, we may improve 06' the inhabitants before we. have tune to replace them by anything: better. There was scum enough m the island in the Apostle's day vagabond Jews, exorcists, and others and we must take care that they do not settle down in too great a swarm to eat the Cypriotes out of house and home. We CMi trust Sir Gar- net Wolscley to see fair play all round, but! we shall watch with interest this first at- tempt to take over a neglected Turkish! province and adminster it under British laws.

Though the speci- mens exhibited in some classes were good, 'the average of former years was barely maintained and judgi g from the Show Yard, Welsh farming does not appear to make the progress it ought fairly to mani- fest at these annual exhibit-ions. Notwith- standing the decrease in the entries, and the mediocrity of the ;;tcK'1; the public in- terest was greater than ever, and with such general support the .society certainly ought to endeavour to raise the standard of excel- lence by ;(,iiiie means or other best known 10 themselves. A word is alxo necessary to the London and :()l'th Western Railway Company, who have possession of the dis- trict. Anyone ac<jn minted with the locality, and having experience of pi'evlo 's years, might ea':ii!y have anticipated the extra pressure upo;i their rolling stock. As we read an account of the pro- ceedings, we were in turn grieved, sur- prised, and amused—and we are ready to a,sk, If tills is the genuine Eisteddvod, what of the spurious ?'' The bards present went through a childish ceremony of iu-i staUmg the venerable Dr. Hees (Hir.i.ethog) as Pencerdd beird ynys Prydcdn (the chief b.ird of the Me of Britain). He had this honor conferred upon him because lie had composed a. poem on a sacred subject in the twenty-four metres. No one will pretend to say that this poem was the best composed hi the language, nor the best produced by the able author himself, and to crown a man the chief poet of the Isle of Britain for his ability in composing verses in antique metres which are altogether obsolete, seems to us absurd in the extreme. The men who pronounce a man the cliief poet regard themselves of necessity the chief critics. Such fantastic proceedings will not raise the old poet and divine, neither will they, we are glad to tliiiik, low er him in the estimation of his country- men. He is an honorable man, and can climb up the ascent of fume without the aid of such crutches. But we are concerned lest the fair name of the Eisteddvod should be brought into disrespect, and that the abuse which ha,s been heaped upon our ancient institutions by some of the English papers should seem to be well deserved.

THE BisHOP OF fAt'HETER is a brave man, he is n' t afraid of speaking his mind, and he often gives vent to very unpalatable truths. It is well known that he is sorely vexed with regard to the sale of livings in the Church of England. The living of Ditbbury is now in the market, and will shortly be put under the auctioneer's ham- mer. The old clergyman is it is believed, so runs the advertisement in a very delicate state of health," so there is a pros- pect of early possession. It so happened that Bishop Fraser had promised long ago to preach the anniversary sermon, in tills church. Having made the promise, lie would not shrink from fnlmling his pledge. Last Sunday was the day appointed for the episcopal sermon, and lo it wa- on the subject of Purchase in the church, and mostly too in the form of an answer to a letter iu the E:(w¡i,IU by tliat clever writer who signs himself" Promotion by merit. No wonder he half apologised for the secular and mundane character of his remarks, seeing his text speaks of preaching Christ. He dealt out hard hits against the corruption existing in the system, and spoke very respectfully (.1 Nonconformists. His newest point is when lie comes to the remedy proposed to check the evil. Re desired to see all appoint- ments made probationary, and if a new clergyman docs not take well in a parish, the parishioners may remote him after a few months trial. In his opinion the fact tliat a clergyman adopted the ca&tward position, or wore a cassock would constitute no real objection, whilst if lie were deaf, or ill, or innrm, or rheumatic,"lie ought not to be allowed to remain. Two CASES of considerable importance to coalowners were heard before the Wrexham Bench of :Magistrates o:t Tuesday. The nrst was a. series of summonses issued at the instance of Major Ford, the Govern- ment Inspect" under the Explosives Act, against the Westminster Colliery Company. Convictions were HlQdo in each ca'.e and the mitigated penalty enforced. The other case was a breach of the Mines Regulation Acb in not covering a disused shaft. In this case the proceedings were instituted against the trustee to the estate of the notorious Frederick Dims;tLlle, who held a. colliery ;tt the Frith. The summons was dismissed on the grounds contended for by the defendant's solicitor, that his client was not in P(¡si;08ion of the mine within the meaning of the Act, and was therefore not liable to the proceedings. <mr colliery owners :ue becoming liable to so many proceedings under so many Acts of Parlia- ment and overlooked by so many Inspectors of all sort.; that it is becoming exceedingly diuicult to find men who can steer them through such complex and interminable re- strictions.
