THE PUBLIC HEALTH OF BARRY. DR. NEALE, L.R.C.P., J.P., the medical officer of the Barry and Cadoxton Urban and Port Sanitary Districts, has just issued his annual report, which is of a highly satisfactory character, dealing with the public health during the past year in the municipal area over which he has juris- diction. The Urban Sanitary District of Barry and Cadoxton comprises an area of 3,323 acres, with a population of 16,695, the total number of houses being 3,615, an increase of 110 houses built during the year. The birth-rate in 1893 was 45*1 per thousand, as compared with 30-8, the rate for England and Wales. It should be explained that the birth-rate at Barry is arrived at by including in the basis of calculation a floating population of nearly 1,000 non-resident seamen. The deaths during the twelve months were 231, there being, therefore, an increase of births over deaths of 522, the death-rate standing at 13*8 per thousand of the population, compared with 17'1 in 1892, and a rate for England and Wales of 19.1. In his remarks affecting measles, Dr Neale points out there is a great danger to be apprehended from the large num- ber of children assembled together for educational purposes. Children attend- ing school, themselves free from the disease, but coming from infected homes, may bring with them infected matter, and thus be the means of spreading it amongst their fellows, and through them the immediate neighbourhood. The attention of those in charge of the public schools of the district was, therefore, called to the danger of children from in- fected houses attending school at all until these houses were certified to; be free from infection. The total rainfall during the year was 29'90 inches, which, compared with the average rainfall of the four previous years, showed a mean of 30-91. After pointing out that the general sanitary condition and the public health of the Urban Sanitary district was highly satisfactory in every respect during 1893, Dr Neale proceeds to give his first annual report as medical officer of the Port Sanitary District, which states that 216 vessels, with a nett tonnage of 2,198,257, entered the dock during 1893, whilst the shipments during the same period represented 4,362,577 tons. Allu- sion is also made to the fact that the most stringent precautions were taken last year at Barry to prevent the introduction of cholera into the port, the number of vessels inspected being 1599, of which 1391 were British ships. In closing his report, Dr Neale states I have the satis- faction of reporting that the various and arduous duties during an anxious time were most efficiently performed by the port sanitary inspector (Mr Alfred E. Leyshon), who acted under my direction. The work of this department was also materially facilitated by the cordial co- operation of the dockmaster (Capt. R. Davies), the superintendent and officials of Her Majesty's Customs, pilots, and officers of the Board of Trade."

AN OLD LAND MARK DISAPPEARING AT CADOXTON BARRY. The old land marks which have probably for centuries existed here and there in the neigh- bourhood of Barry are one after another gradu- ally disappearing, and crumble away before the continued march of commercial progress which has distinguished the district during the past decade. One of these is an old thatched-roof cottage which, for more than five score years, has successfully withstood the ravages of time on the brow of (Jadoxton Common, new the old parish pound. The cottage has not been occupied for some months, and now a considerable portion of the roof has fallen in and the walls are also threat- ening to give way under the burden of years. The incident is a somewhat impressive one, for the antiquated cottage itself is not only a venerable one, but the spot on which its totter- ing form stands is one of the most picturesque in the neighbourhood, so beautiful indeed, that our local artist, Mr J. Clark Fairbairn, of Vere- street, has made the house and its vicinity the subject of one of his most thoughtful pictures on canvass.

A VALUABLE SUGGESTION REGARDING PENARTH BATHS. :1 -■i • Seeing an adver- tisement in our columns announcing the times and charges in connection with the Penarth Baths, this week a corres- pondent has written us suggesting "I that special provision be made for the admission of schoolboys and others to the baths on Saturdays. We understand- that the idea is under consideration by the Local Board, and that a resolution on the matter will be pro- posed at the next meeting. The suggestion is one which, we have no doubt, will commend itself to the approval of the townspeople generally, and we hope the Local Board will grant facilities which will enable the youth of the town to enjoy the advantages of an hour or two at the baths every Saturday..

A WORD ABOUT OURSELVES. At a meeting of the Public Works Committee of the Local Board, held at Cadox- ton on Tuesday evening last, plans were approved for the erection of new printing and publishing works, situate in Holton-road, Barry Dock, for the Barry Dock- News Company. These works are already in course of erection, and we hope to be safely lodged in our new and permanent home soon after mid-summer. The new Barry Dock Net at offices will be an imposing structure, and will contain the latest machinery and facilities for general printing,, bookbinding, lithography, stereotyping, &c.

COGAN AND LLANDOUGII SCHOOL BOARD ELECTION. Official notice has been issued by Mr A. J. Harries, clerk to the Cardiff Union Board of Guardian?, acting as returning officer, to the effect that the triennial election of the Llandough- juxta-Penarth and Cogan School Board will take place on Friday, the 18th of May. The board consists of five members, and nominations for the seats will close on Monday, May 7th and withdrawals to be sent in by Friday, the 11th May. In the event of a contest, the poll will be open on the election day from twelve (noon) till eight in the evening.

An indication of the remarkable growth of Barry may be gleaned from the in- teresting fact, obtained from official figures supplied to us this week, that the number of letters (including postal communications of every description) delivered at Barry during one week in the year y188J was 43, the daily proportions being as fojlows :—Monday, 8 Tuesday, 6 Wednesdayj 13 Thursday, 8 Friday, 4 Saturday, 4 total, 43. During the same period in 1894 the postal matter in the Barry district numbered at least 20,000. Well may the Western MaiE say Ambitious Barry."

BARRY LIFEBOAT, SATURDAY. As a gratifying remini- scence of the successful demonstration held at Barry on "Lifeboat Saturday last year, und in anticipation of a similar gathering this year, the following extract from the annual report of the Royal National Lifeboat Institu- tion held last week may not be uninteresting to our readers This important movement, so strongly advocated by H.R.H. the Prince of C, Wales last year, was initiated in Manchester and Salford in 1891, and has, notwithstanding the general depression and exceptionally adverse circumstances which have obtained during the whole of 1893, again been largely developed. No better scheme could possibly have been devised for nationalising the Lifeboat service than this. The committee are deeply sensible of their obligation to those who have all along so generously supported this institution, in many cases by most munificent gifts, support which it is earnestly hoped will be still con- tinmScl. At the same time, the institution, being of such a national character, has in the past been too much dependent on the generous few, and the numerous Lifeboat Saturday demotistrations which have taken place during the past three years have not only proved the immense popularity of the Lifeboat service, but have opened out a new source of revenue, at least one which had not formerly been taken full advantage of, and as the needs of the institution are increasing year by year it has been found necessary to appeal to all classes of the community to contribute to its support. Although the Lifeboat Saturday movement has been eminently successful, the committee are well aware that this success has not been attended without an immense amount of labour on the part of the promoters in the various cities and towns where it has been established, and they gratefully tender their thanks to those earnest workers in every class of society who have endeavoured with great success to advance this movement to the ladies' committees for their self-denying and successful labours to the clergy and ministers throughout the country, who, notwithstanding their many claims, have instituted Lifeboat Sunday collections in their various spheres of labour and to the Press for the immense assistance which it has rendered to the Lifeboat Saturday cause, and in advocating the claims of the institution generally. With a view to extending and developing the Lifeboat Saturday movement, the importance of which cannot be over-rated, the committee have taken steps to appoint organising secretaries, whose duties it will be, under the guidance of district committees, to promote demonstrations and form new inland branches. Several districts. for this purpose have already been arranged,"
