The Welshpool Bench's Strange Decision. CHIEF CONSTABLE'S EXPLANATION. Echoes of the Welshpool Bench's pecu- liar position in the recent licensing appli- cation by the local Friendly Societies were heard at a meeting of the Standing Joint Committee held on Friday at Welshpool, when Mr Richard Lloyd presided in the absence of Captain Mytton, who was incapacitated as the result of an accident. Mr C. J. Newell referred to the report of the Welshpool Court proceedings, which appeared in the Montgomeryshire Ex- press,' and stated that he did not wish to criticise the "Welshpool magistrates or the "great unpaid" of any other borough. The queston he wished to ask referred to a serious reflection on the police. On a Tuesday, Supt. Williams strongly and suc- cessfully objected to a license being granted on the occasion of the Welshpool Friendly Societies' show and sports, whilst on the Friday following, when the matter was again brought forward, the police withdrew their objection, and the license was granted. He wanted to know why the police changed their views in the course of three days ? Colonel Twyford rose to a point of order. Mr Newell: Am I in order, Mr Chair- man ? The Chairman: Of course, we have no right at all to interfere with any of the magistrates, whether they do correctly or incorrectly in our opinion; they are respon- sible for their own actions. I understand Mr Newell wishes to know something about the police, and not the magistrates. Mr Newell: Quite so. I want to know why the police withdrew their objection. If they so strongly objected on Tuesday, why did they withdraw on the Friday ? Silence reigned for some time, and after consulting with the Clerk, the Chairman asked the Chief Constable whether he would give an explanation. Mr Holland readily responded to the re- quest, and stated at the outset that he must take full responsibility for the whole thing. Mr Newell: Hear, hear. Proceeding, the Chief Constable explained that representation was made to him by the Show Committee that the police had ob- jected to a license-which it had hitherto been customary to grant-solely on the ground of preventing drunkenness, and that without this license the funds would lose the large sum of £ 12 7s. There was also the probability of the show being boycot- ted, and that would mean its complete fail- ure. Being wishful to assist a plausible undertaking, he approached the superin- tendent, who said he had no objection to the license being granted, if it was re- stricted from two to eight p.m., and as the local police had no objection, the police ob- jection was withdrawn on that condition. On June 13th last year there were sports at Montgomery, on June 27th this year there were sports at Newtown, on the 22nd of this month there were sports at Kerry, and at all these places occasional licenses were granted. As the police were supposed to be fair, and treat all parties alike, he did not see why the committee of the Welsh- pool Show should have their application objected to, more especially as they were paying for six men on the ground to main- tain discipline. Those were the facts of the case, and he took the responsibility on his shoulders. The Chairman: I think that is an answer to the question. The matter then dropped. —

The Borough Member and the Licensing Bill. In view of the frantic efforts to depreciate the actions of the Borough Member with regard to the Licensing Bill the following extract from a letter written to the hon. gentlemen by Rev J. B. S. Watson, M.A., chaplain to H.M. Prison, Brixton, will be read with interest. It gives the opinion of a perfectly disinterested temperance advocate:—" I read with very much pleasure and appreciation your most able and admirable address on temperance. Many thanks from a great temperance worker for your capital address. I am Chaplain of H.M. Prison, Brixton, London, S.W., and so I know something of the ruin and ravages caused by men giving way to habits of drunkenness."

District Druids' Gathering. At Welshpool, in the Severn-street office of the Secretary (Mr Morgan Jones), the officers of the Oswestry and Md-Wales Equalised District of the Order of Druids held their half-yearly meeting on Friday. Mr John Jarrett. D.G.M., Marton, presi- ded, with Mr T. M. Griffiths, D.D.G.M., Oswestry, in the vice-chair. Mr G. H. Elli- son, district treasurer, Newtown, and Mr J. Davies, district trustee, Welshpool, and the Secretary were also present. Two grants from the Accident Compensation Fund were made to members who had met with acci- dents, and one application for a grant was adjourned for further investigation. Mr William S. Willams, Newtown, was ap- pointed district junior auditor, and Mr E. Morgan Jones was nominated a candidate for the office of V.G.M. of the Order at the next A.M.D. There are now 27 lodges in the District, with a capital of 4:15,500, and a roll of 2,968 members, being an increase of 62 on the half-year. The Secretary reported that they- were about completing the trans- fer of a friendly society to their district, which would considerably augment their funds and increase their membership. There are also 15 juvenile branches con- nected with the District, with a separate capital of £ 860 and 540 members.

Police Intelligence. In his report to the Standing Joint Com- mittee on Friday, for the quarter ending June 30th, the Chief Constable stated that there was an increase of two indictable offences (simple larceny) and a decrease of 14 cases of drunkenness as compared with the corresponding quarter of last year. The police seized 17 stray dogs, 14 of which were claimed by the owners, one sold, and two destroyed. Fees amounting to £2 4s 4d had been paid into the county fund. The police noted 6,840 persons at the com- mon lodging houses and casual wards at the workhouses, an increase of 1,689 compared with the corresponding quarter last year. The force was inspected on the 13th inst. by Colonel Eden, who was good enough to express his appreciation of everything he saw, especially the appearance of the men on parade. The force was complete in number, and its conduct had been satisfactory. Replying to the Chairman, the Chief Con- stable said he could not account for the in- crease in the number of persons lodged in the common lodging houses and casual wards, unless difficulty was found in getting work in South Wales.

Llanbrynmair Parish Council. A meeting of this Council was held at the upper ward on Tuesday, when there were present Messrs Daniel Howell, presid- ing, Mr G. H. Peate, J. T. Jones, R. Morris, R. Hughes, and Rev T. Smith, to- gether with Mr A. P. Howell, clerk. Division of the Parish into Wards.—At a previous meeting, Mr G. H. Peate pro- posed that an application be made to the County Council to divide the parish into two wards for the purpose of electing rural district councillors, the same as it had been done in regard to the election of parish councillors, when the matter was adjourned in order to obtain information in regard to the difference in expense. A letter was now read from the Clerk of the Rural District Council to the effect that the expense in case of election at both wards would be much the same as at present, but if polling would only take place in one ward that the expense would be much less.—The ob- stacle being removed, Mr G. H. Peate for- mally moved his resolution, which was seconded by Mr R. Morris, and carried unanimously. Nantyreira and Tafolog Roads.— Th& Chairman explained the chief cause of call- ing a meeting of the Council that day in order to consider certain proposals made by Sir W. W. Wynn, Bart., and his tenants in order to improve these roads. He then in- troduced Mr D. Jones, estate office, and Mr D. Jarman, Cwmcarnedd. who attended to explain what the proposals were to improve the roads and to construct portions of new roads to avoid the steep hills they had at present, and that the tenants were prepared to make the cartage free of charge, and that Sir Watkin was prepared, if the proposals were accepted, to give substantial assist- ance to carry the work through.—The mem- bers present spoke favourably to the pro- posals, remarking that better roads were required in those districts, the want of which having been felt for many years. Ultimately it was proposed by the Rev T. Smith, That having given full considera- tion to the question, and that an oppor- tunity that they had not seen before by the offer of landowner and tenants, that this Council desires the Rural District Council to take the matter in hand, and complete their portion of these roads."—Mr Peate seconded the resolution, which was agreed to.—The Chairman and Rev T. Smith were also appointed to attend the meeting of the District Council the following day, when the question would come on for discussion. It was also announced that Mr R. M. Thomas, chief agent of Sir Watkin, would be present.
