CO?iTINFNT.- DURING the course of the week a variety of Foreign papers have been 9 received.—The most important of their cou- fents, is an official account of a battle in Cata-, i lotiia, ill wliicli General Souham was severe- ly wounded, and the result of which, we are persuaded was far less favourable to the French than these papers represent it. The Spaniards were commanded by Gen. O'Don- nell, who displayed the greatest skill and bra- very, which was most nobly supported hy the Jroops under his orders indeed, from oiir recent intelligence from the Peninsula, we could not have anticipated so noble au effort. Preparations upon the grandest scale, are said to he making at the Tiuiilleries for the approaching marriage; 4000 ladies, and an equal number of are to line the suite of apartments through which the pro- cession is to pass in short nothing, is omitted which can gratify the curiosity, or entrap the senses of the gay Parisians. It appears that a considerable French army is assembling wilh the greatest rapidity on the Banks of the Elbe, which is reported to have caused no little uneasiness to the Court of Denmark. We congratutate our readers on the intelli- gence of the capture of Guadaloupe, as it entirely puts an end'to. the practical part of Ihe-dispute between this country and Ameri- ca, as far as it relates to the right of neutrats to become carriers between abeltigerent and her colonies a right totally contrary to the established Jaw of nations, and which >.we ought never to concede. This important cap- ture, must aiso have the effect of depriving ol all shelter those hordes of privaleers which have heretofore so harrassed our trade in that quarter of the world. A variety of rumours have been in circula- tion, of overtures for Peace having been re- ceived from Buonaparte the whole of which we conceive to be mere stock-jobbing fabri- cations. The Inquiry, so far as related lo evidence, respecting the expedition to the Scheidt, has at length terminated. The examination of Mr. Huskissotiis particularly iiiipot-t,(iii,t-tiiat gentleman having been Secretary to the Trea- sury at the time the enterprise was undertaken; it relates therefore-lo I he financial part of the expedition; and if we oil what Buoua- parte has avowed to he Ihe object, of the war with this country—" a war against our fi uauces."—Mr, Ihiskissou'sstalemenls arc cal- culated to produce the deepest sensation ofafarm and surprise. We are told that, it is utterly impossible to procure a sufficient quantity of specie to subsist a large British army on any part of the Continent in facf, the-whole sum which could be raised for the particular use of this Expedition was only- 5^125,000! a sum lotally inadequate. .Saturday's Gazette contains letter's from Capl. Sir J. Yorke, reporting the capture and destruction of 13 French vessels ladenchieJiy with wines and brandies; and also the captrire of two vessels in the West Indies.

WEDNESDAY.—Four if Clock, IT is now understood that no offer of a pa- cific tendency had been received from France -that the dispatch related menly to an ex- change of some particular prisoners, and was an answer to a letter tli.,l' liid been dispatch- ed by one of the cartels that was sent some time ago to Morlaix. I Upon the subject ot a cartel, the MoBileur has more than once declared that we had re- jected a negociation upon condition* which we had ourselves proposed. Dulch Papers have been received to the 17th. They put an cii(I to all speculations upon the probability of Buonaparte's making some offer to thiscounlry relative lo Hanover. He has given it to his brother Jerome, who has incorporated it with the kingdom of West- phalia. With the feelings of the people, who have the deepest detestation of the enemy, we sympathise; but as far as it refites- to this country, we experience rather satisfaction tbau regret.

The following are the regulations under which the several corps of Local Militia in Great Britain are to he assembled for training and exercise ill the year 1810:- Every corps to he assembled for 20 (Itys exclusive of the days of arriving at, and de- parture from, and marching to and from the place ofigseiiibly. The whole of the serjeants, corporals, and drummers, to be assembled at the head-quar- !ers of their respective corps for 7 extrt days being the seven days next preceding the | assembling of the rest of the corps for exor- cise. No corps to be permitted-to assemble before the 1st day of April, or subsequent to the 1st or Odoher. No officer, non-commissioned officer, drum- mer, or private niau, to have leave ol absence during the period of assembly, except in cases of the most, nrgent nccccssily. This plan is pursued till each person has obtained one of those useful animals, which is effected by a weekly subscription so smait as scarcely to be felt in the poorest family.
