Glamorgan County Council. BYE ELECTION FOR THE MAESTEG DIVISION. TO THE ELECTORS. LADIES AND GENTLEMEN,— OUR old and esteemed representative, Mr James Barrow, J.P., having been elected to the Aldermanic Bench, I have been requested by a large number of influential Electors to allow myself to be put in nomination for the vacancy thus caused. I consent with much pleasure, for the following reasons I am one of yourselves, and have been known to the inhabitants of Maesteg during the whole of my life. My character from my childhood is before you, and I trust that it has been such as to entitle me to your confidence. I am also in entire accord with what 1 believe to be the political views of the majority of my fellow electors. I am a Noncon- formist, and, as such, consider that the Disestab- lishment and Disendowment of the Church of England is a measure to which we are justly entitled. I am a Radical, and, as such, have always advocated every measure calculated to advance and elevate the working man. I am in favour of Mr Broadhurst's Bill for the Enfranchisement of Lease- holds, the rating for local purposes of Royalties and Ground Rents, and every proposal included in the Radical programme for improving the conditions of Labour and affording the labourer the means of nroving his position and increasing his comforts, ocal matters I am strongly against government by any section of the ratepayers, and am of opinion that when the ratepayers are allowed to have a free voice in the management of their own affairs, without fear of coercion, then, and then only, may we expect Maesteg to take its proper place among towns of its size and importance. Our local needs, sanitary and social, are many, and can only be satisfied by the ratepayers being allowed a free voice in the government of their own affairs. I shall, I hope, have many opportunities of ex- plaining my views to you at greater length. Meanwhile, I trust you will, upon due consideration of the issues at stake, support me with your votes, remembering that you have the protection of the Ballot, and that success, in this case, means liberty.
