News of the World. Lord Kitchener is studying Hindustani. Lord Kitchener arrived in India on Friday. The cost of the Delhi Durbar is officially estimated at ^"176,000. Lord Reay has been elected the first president of the recently constituted British Academy. The scheme for the federation of the Staffordshire Potteries will probably be abandoned. It is. announced that plans for 294 bills and provisional orders had been deposited for the session of 1903, against 318 last year. The Rev Eyre Chatterton, curate of Richmond, Surrey, has been appointed Bishop of the newly created See of Nagpur, in the Central Provinces of India. The Rev C. F. Aked, a Liverpool divine, delivered a trenchant speech against the Education Bill at Prestatyn, last Friday. The Duke and Duchess of Connaught left London, on Saturday, for Egypt, where they will perform the ceremony of opening the great Assouan dam on the Nile. Dr Joseph Parker, the Congregational leader, died at his Hampstead residence on Friday evening. The funeral took place yesterday. Lord Milner has sustained some slight injuries through being thrown from his horse. The Mullah's fighting strength is ex- pected to be 12,000 or 15,000 men while it is belived that two British columns will be sent against him of under two thousand men each. News has reached Paris from Tangier that the Sultan of Morocco has been attacked by Zemour tribesmen, whom he succeeded in dispersing. The shipping strike at Marseilles con- tinues, and grave delay ard inconvenience result. I Tobin bronze has been used in the con- struction of the new America Cup defen- der. Her lead keel is pronounced perfect and weighs 100 tons. Mr Kruger has sent a letter to Mr Chamberlain, praying that he may be allowed to return to South Africa. t A true bill has been returned against John M'Keever, charged with the murder of Mr John Kensit. The trial was fixed for Monday next. De Wet's book on the War was issued on Monday, and throughout the tone is .J'- b one of subdued hostility to England. rk The cases of the two out of work Reservists who last week committed suicide are to be investigated by the War Cfiice. Fifty-four prisoners are awaiting then trial at the Liverpool Winter Assize, anc the indictments include four of wIlful murder.

A Newspaper Record. TIME flies quickly, and in the stress of modern life it may seem, indeed, to pass even too quickly. As a consequence, many events, noteworthy enough in them- selves, secure but passing notice or escape attention altogether. Perhaps, therefore, our readers may bear with us when we chronicle the fact that with the present issue the Welsh Coast Pioneer enters on its fifth year of publication. This woulc be an occurrence of little or no importance were it not that in the short period of its existence the Pioneer has achieved a success unparalleled in the records 01 North Wales journalism. So very remark- able, indeed, has been its progress, that it has attained, almost at a bound, a position among its local contemporaries second to none and ungrateful should we be if we did not acknowledge fully and freely the ready recognition by the public of our efforts to meet its wants. When first the Pioneer was established; predictions were not wanting that it would not long survive its birth. The old adage, however, that no man is a prophet in his own country," still seems to hold g00^' The Pioneer continues to flourish, and, although still an infant in years, its age is by no means a criterion of its circulation, and the influence it sways amongst the reading public. It was the first weekly newspaper in North Wales to adopt the up-to-date methods of modern journalism, and results have amply justified oU1 departure. Little by little, and step by step, its success has been built up, and though we are conscious of the vast scope there is for further progress and improvement, it will always be our aim to justify the good wishes ot our legion of supporters, by utilising every means to make the Pioneer worthy of the hold it has already secured on their good- will. We are glad of the occasion to express our thanks to everyone outside our staff, who directly or indirectly contributed to the splendid measure 0 success already attained by the Wcls'1 Coast Pioneer

The Future of Main Roads. THE dispute about main road maintenance at Abergele, has, in many quarters, revived interest in the proposal of the Government to appoint a Royal Commission to take into consideration the condition of the great highways in this country. It is argued by many, that the problem of road traffic will never be satisfactorily dealt with until the principal thoroughfares are placed under the control and care of one big central authority, and thereby ensure uni- formity of treatment and administration. The remarkable development of vehicular traffic is patent to everybody, a state ot things principally due to the advent of the motor and the cycle. During the past decade, grass, which grew on many a 'main road, and which has been a familiar sight since the abolition of the stage coach, has dIs- appeared beneath the new macadamized surface, glevelled and flattened by the giant steam rollers of the County Councils- History is all but repeating itself. The once deserted highways with their dilapidated coaching inns, again resound with the almost ceaseless hum of traffic. But, instead of the lumbering stage coach, with its picturesque accessories we have swiftly-moving motor cars, flashing along at thirty miles an hour, and a countless arily of cyclists. The demand for smooth and well kept roads is therefore on the increase, but, in spite of the heavy expenditure incurred by county authorities, there still remains much to be done in this direction. Many country highways, not recognised, or adopted, as it were, by the Councils, as main roads, are in a terrible state, though constituting important connecting links with the great arteries of traffic. Yet, 1 is regarded by some, that the mere il"- provement of existing roads by the County Councils, does not altogethei represent the whole issue. The question of speed is a subject of much controversy just now, and it is suggested that separate thoroughfares should be provided for fas and slow locomotion. It is doubtiU whether this is a feasible scheme, and we doubt whether it is really necessary, blit, at all events, the evidence of experts o this matter, before the coming Roya Commission, will be interesting.
