Mr. F. li. Phillips, J.P., presided. The Clerk read a report of the inquiry held last week into the charges iulcie against Mr. Wm. Griffiths, waterman for the 'Caegurwen district. The com- mittee found that Griffiths had been guilty of neglect, and that he had done work during the Council's time. Air. David Lewis saiù that as the one who had brought tho charges for- ward, he would retire from the Council Chamber while the Council considered the report. He would like to point out that he had not brought the charges forward out of malice, and he compli- mented the chaLmau upon conducting the tiquirv in such a splendid maimer. lie wanted to be fair to the waterman and himself. That was why he was going to leave the room. In moving the adoption of the re- port, the chairman said they should ask thy waterman to give an under- taking in writing to adhere strictly to the ter ns of his appointment, and that, ho be censured for doing private work in the past. Mr. Henry Thomas asked if there was any evidence before the inquiry tha.t Griffiths had done private work for any of the councillors. The Chairman leplied that in one in- stance it was admiLted that he assisted a councillor to purchase a bath. [ Councillor's Denial. Mr. D. D. Davies said he understood that it had been .stated that the water- man had been doing work for Councillor D. J. Thomas and himself. The water- man and himself were brothers-in-law —(laughter)—but the waterman had never done any work for him (Mr. Davies). He admitted consulting the J waterman in regard to fittings which were required for a bath, as the water- m?n knew better than himself. If Mr. Dd. Lewis had thought fit to mention the names of two councillors, why was it I tblt he did uot bring in his own namer His opinion A?a??s that his name had Ix-er )gl1.t in to be damaged, and no-rhiiigII elae. Mr. Johnny J:im<? sa.id tbpro was no doubt that the regulations had been broken, and he thought the suggestion of the chairman wa»s the best thii.? they could do. It was clear to him that the waterman had been led into a mesh which had been cleverly laid for him. Mr. R. A. Jones said he agreed with the findings, and there was no doubt that Griffiths had earric d out the eon- r.ra-its. By carrying out the contracts the waternian must have niade a certain amount of profit. and they as a Coun- cil should make him feel it. The Coun- cil should feel thankful that Mr. David I-.ev.is had brought the matter on. One of the councillors, in his usilal pic- turesque language had referred to the matter at the last meeting as "phan- toms of imagination." Now, however, they had solid ooncreto instances—ITS of them. Of course it was true that tho waterman was a good employee, but the phantoms bad given rise to facts which could not be denied. He suggested that the waterman should be censured, and that he be asked to re- fund the profits he had made on the contracts. Plea for Consistency. Mr. Owen Davies in seconding nleaded for consistency. Only the other day a man had been put off for drink- ing a pint of beer, but now they were treating a man who had been trying to defraud them 111 a very light manner. Mr. George Wiliiams and Mr. Daniel -Jones congratulated Mr. Lewis for bringing tho matter to the nrrtice of the council. The latter mentioned, however, that Mr. Lewis should have told the whole truth at the inquiry. Mr Lewis had admitted to him after the inquiry that the waterman had done work for bim. Mr. L. W. Francis said hp could not got it away from his mind but that Griffiths bad been induced to do this work by representatives of the council who were located in that district, and he thought it would be a. very" wise tiling to do to pass a vote of censure on those as well. It was a very easy thing for a council- lor to mislead a man like that. A man looked upon a. councillor as superior to the Surveyor or anybody else. Mr. Theo. Motgan (interponng") Mr. Francis is speaking from his> own experience. (Laughter.) Proceeding, Mr. Francis said he did not agree in dismissing the man, but be suggested that the man be severely censured, and that in future that the Council be empowered to dismiss any waterman if proof was forthcoming of work being done as stated. Mr. II. J. Powell seconded the sug- gestion of Mr. Francis, which in tho rttid was carried. A II moater." Mr. Evan Lloyd moved a further amend.nent that the waterman be asked to resign as ho had turned out to be a I" smonter." (Laughter.) Chorus of Voices: What is a smiater?,(Ttenei-ed laughter.) Ir. Lloyd: One who tries to take bread and cheese out of another man's mouth. l The amendment found no seconder.
