As you are aware, during Le last twelve months a great deal in the way of improvement has taken place in Aberystwyth, the money being subscribed by out>ide capitalists, and it is within your knowledge that other projects have b.?en advanced, which I think you will agree with me would tend to your further benefit. If these works are in any way frustrated, capital amounting to t-housanus of pounds will be diverted from the diaM'ict, and so injure to aa enormous extent the working and trading population of the town. I have been requested by a considerable number of the electors to offer myself as a candidate for one of the seats which become vacant on the 1st proximo. In doing so, I can say with confidence that, if elected, I will do the utmost in my power to enhance the welfare of the Town and District. During the past year several schemes have been promoted in this district by outside capitalists, and a considerable amount of capita! has been circulated amongst the Ratepayer.* ot the Borough, the value of which to those employed in labour it would be difficult to estimate. It is of no use disguising the fact that considerable opposition to the completion of these sctiemes has, and is at the present time bsiDg shewn. Whether we wish to acknowledge it or not, triis opposition really resolves itself iuto the question whether or not this district is to be governed by a certain faction, which seems to have but one object- in view, namtly, to frustrate any effoit at improvement unless it Coincides with their programme. LADIES AND GENTLEMEN, The time has almost arrived wnen the period for which you elected me as one of ycur representatives on the Town Council will expire. I need hardly point oat tu you the great and uurmrous improvements which have been carried out during the last three years—improvements which greatly benefit the Town. 11 Other gigantic projects, which are still in course of construction, are of a nature calculated to raise Aber- ystwyth to a position second to none in the United Kingdom as a watering place az,d health resort. To all these important and beneficent schemes I have givpn my constant and strenuous support. With equal consistency have I vigorously opposed any and every proposition which would in my opinion tend to retard the further progress of the Brighton of Wales." In reviewing my three years' term of office as your representative I can, with the greatest pleasure and confidence, direct your attention to the active support afforded by me to the introduction of the Electric Light (now an accomplished fact) an to the renovation of the Pier, which had for years been a useless eyesore to the visitors, upon whom the prosperity of the Town so eminently depends. Amongst otiier matters which have demonstrated my determination to carry out the promises I made to the Electors it. 1891, I can point to th& paving of Tan- yeae as well as the improving of the Town Sewer which was so detrimental to teat important di-trict. The-c improvf jnents, I maintain, are the outcome of your having a representative possessed of local know- 'edge as to the requitcments of a district which had hitherto been pitifully neglected.
