EARL CAWDOR'S COTTAGE PLANS FOR 1, FARM LABOURERS Whenever the subject of providing improved cottages for farm labourers has been considered, no one seemed prepared to recommend a plan which it was possible for the landowner to build from at a price which would enable him to let the cottages at a rent the labourers could pay. For instance, if a cottage cost £ 150, the rent would be too high for men who earn from 10s to 12s a-week. The Welsh landowner is by no means indisposed to replace the wretched hovels in which the labourers live by comfortable, roomy cottages but he cannot do so at a loss of capital which, on a large estate, would be con- siderable. The difficulty is really in the cost of building. Many landowners have, however, commenced the work, determined to renew every cottage on their property in the course of a few years. Among the foremost is the Earl of Cawdor, who has long taken a deep interest in the subject. He builds a certain number of cottages every year, and will continue to do so until the whole of his vast domain is supplied with perfect model dwellings for the farm labourer. And in order to further cottage im- provement beyond his own estates, he has just published a scries of valuable plans, specially adapted to this country, dedicating the work to the landowners of Carmarthenshire and Pem- brokeshire. So many plans of cottages," says his lordship, "have been published, that it may seem unnecessary to add to the number; but as they are generally arranged for labourers earning 15s a-week and upwards, they are not adapted to the purely agricultural districts of Carmarthen- shire and Pembrokeshire, where wages are from 10s to 12s a-week. It is in the hope that the plans now published may be useful to landowners and tenants anxious to provide decent accommo- dation for their labourers at the smallest outlay, that a few of the simplest construction and most convenient arrangement have been put together, and if the result should be the erection of only a few cottages, somewhat better than the miserable abodes in which it is sad to think that so many of the agricultural labourers of South Wales are housed, the compilers will feel that their labours have not been entirely thrown away." The plans, which are very neatly done, were drawn by Lady Muriel Campbell. The specifications and bills of quantities have been supplied by Mr Rogers, builder, Tenby, and can consequently be relied upon in every particular. The first plan affords the minimum accommo- dation recommended by Lord Cawdor. It com- prises a kitchen and bedroom 14ft. by 12ft., a smaller bedroom 13ft. by 9ft., and a pantry 6ft. by 4ft. These are all on the ground floor, and admirably arranged. The windows arc large, and there is a glass light over the door. The total cost of this cottage-one of which was built in this county last year-is X67 14s. The second plan is more complete, and consists of three bedrooms 12ft. by 10ft., 12ft. by 8ft., and 10ft. by 8ft., and a kitchen 12ft. by 12ft. At the back a half-roof is attached, in which there is a pantry 8ft. by 4ft., and the entrance door to the cottage. The windows arc large, and the rooms airy and light. The estimated cost, ex- clusive of haulage is X72 5s lOd. The third plan presents the further improvement of a second floor. On the ground floor are-a kitchen 14ft. by 10ft., a bedroom of the same dimen- sions, and a pantry 8ft. by 4ft. The first floor contains two bedrooms 14ft. by 13ft. In the fourth the accommodation is nearly the same as in the previous plan. The entrance is at the pine end, instead of the front; there is one chimney, instead of two, the fires being in the centre, instead of at either end. The position of the pantry and stairs is also changed. The fifth plan is half of the sixth, which represents a double cottage, with a lean-to at each side. On fbo ornnnr) floor are—a kitchen 14ft. by 14ft., bedroom 9ft. by 8ft., and a pantry att. by 4tt. on the floor above are two bedrooms, 14ft. by 8ft. and 10ft. by 7ft. The two cottages are estimated to cost £ 131 15s 7d. For purposes of comparison, and for use where circumstances justify the outlay, the seventh plan is given. It is very complete, but without haulage the estim- ate goes as high as JE205. These are all the plans that concern labourers, and it will be found that they are admirably adapted to the counties of South Wales. Even the poorest of them sup- plies every convenience required for comfort and decency, and at the cost of £ 67, an outlay which the poorest districts can afford. But the third, fourth, and fifth plans are so much superior, that we hope to see them adopted. Indeed, the cost of the double cottage is only C131 15s 7d, that is £65 17s 9d each, exclusive of haulage, or about tl5 more than the first. The labourer and the landlord are greatly indebted to the noble compilers of these plans, which we have no doubt will give a greater impulse to the move- ment in this part of South Wales, for improving the labourers' cottages, than anything else that could have occurred at this moment. Earl Cawdor has added to his useful volume the plan of a farm house, most judiciously arranged, the plan of a Scotch cottage and bothy, and a general plan for a medium-sized farm-yard. It is a very humiliating confession, but it really is a fact that many Welsh farmers are scarcely better housed than the labourer. Their houses arc small and badly built, giving in most cases the smallest amount of air and light. They arc, too, arranged without any regard to comfort. More than half the farm houses in South Wales come under this description, although it by no means fully represents the miserable abodes occupied by the smaller farmers. His lordship has, therefore, done well to include the plan of a farm house, which can be modified to any extent. It comprises, on the ground floor, a parlour and living room 16ft. by 12ft. each, occupying-with a pantry 6ft. by 6ft. 8in., stairs, and lobby-the front half of the house, which is separated from the other by a passage. The other half contains a kitchen 16ft. by 8ft., dairy lift. 9in. by 10ft. 6in., store-room 7ft. by 8ft., servants' room 8ft. by 8ft., and a servants' stairs. The bedroom floor consists of two large bedrooms 16ft. by 12ft. each, three smaller bedrooms, bed closet and cupboard. A long passage again separates the master from his servants. We have never seen a better-arranged farm house. We regret that we cannot describe here the plan for a farm yard, so as to be understood without a diagram. We may, howcvc-r, state that it seems to us laid out so as to include every building required, and in such order as is found practically most convenient in the economy of labour. In other words, care has been taken to arrange the buildings so as to save the carriage of materials, and to bring close to the farm house things that require the most attention. We most cordially recommend Earl Cawdor's valu- able book to our readers.

CARMARTHEN MONTHLY MARKET.—This market was held on Wednesday, and there was a very large number of stock present. Cattle sold at from 7d to 8d per lb. Sheep fetched 9d per lb., and pigs lis per score. There was not a brisk demand in either of the depart- ments, and several lots were unsold. Mr J. Howell Thomas, auctioneer, held his monthly sale as usual. POLICE COURT.—On Monday, before Dr. Lewis, J. Bagnall, Esq., J. L. Philipps, Esq., and D. Davies, Esq. Hannah Crowley charged Ellen Cotley with an assault, on the previous Friday. The case was dismissed, and both parties were cautioned not to quarrel with each other. I CARMARTHEN LANCASTERIAN BOYS' SCHOOL.—Wm. John Jones, late pupil teacher in this school, has passed a successful examination for Government certificate, which was held last December. It is gratifying to know his name stands in the 1st Class list, and as he had to contend with sickness, which deprived him of several months' study, it reflects great credit on him that he should have been ao successful. The Rev R. Owen has been appointed vicar of Llan- defeilog. He was late curate of Llangendeirne and Llanstephan, where he gained the esteem and respect of all who knew him. CARMARTHENSHIRE ASSIZES.—These assizes commence on Wednesday. The following prisoners are for trial:- William Thomas, for perjury William Edwards, for burglary Ann Lewis, for concealment of birth Wil- liam Jones, maiming and killing a mare, and larceny Evan Thomas, for larceny lvuth Thomas, for feloniously receiving stolen property. APPOINTMENT OF ASSESSORS.—On Monday Mr Thomas Davies, King-street, and Mr Rees Evans, Guild- hall-square, were appointed election assessors, and Mr John Lewis, Guildhall-square, revising assessors, for the ear tern ward; Mr Evan Davd, Mansel-street, and Mr Thomas Williams, election assessors, and Mr John Howell, Lammas-street, revising assessor, for the western ward Mr Thomas Jonea, Mansel-street, and Mr George Morgan, King-street, were appointed auditors. AMENDED SALMON FISHERY ACTS. -A large and in- e an d in- fluential meeting of the representatives from the several Boards of Conservators in England and Wales was held in Loudon on Wednesday last, Lord Percy in the chair. R. W. Ridley, Esq M.P., W. B Beaumont, Esq., M.P., Joseph Dodds, Esq., M.P., and others pointed out seve- ral necessary alterations required in the existing Salmon Fishery Acts. Several proposed amendments to the acts were adopted after a long discussion, and will form part of the case to be laid before the Secretary of State by the deputation which was to wait upon him at the Home Office yesterday. It is believed that a select com- mittee will be moved for to inquire into the dificiencies of the present acts before an amended bill be introduced. We hope to give a detailed report of the deputation next week. Among those present we noticed Captain Gower (Carmarthen Bay District) and Barrett Price Jordan, Esq., the Secretary of the Teify and Ayrou Fishery District. FATAL ACCIDENT.—An inquest was held on Wednes- day last, at the Farmers' Arms, Tanerdy, before J. Hughes, Esq., coroner, respecting the death of John Jones, Glan-yr-ynis, parish of Abergwilli, aged 26 years. Deceased (who has left a wife and two children) on the previous evening, about 5 o'clock, was return- ing home from Carmarthen in a cart drawn by one horse, accompanied by two other persons. They pro- ceeded a little further than Mr Lester's house, when the horse started and galloped away, and the deceased fell down and the cart went over his body. He was immediately afterwards taken to the Farmers' Arms, Tanerdy, and Mr Watkins, surgeon, attended him. He died in about 40 minutes after the accident. Several of his ribs were broken, and some of his teeth had fallen out of his mouth.—The jury returned a verdict of "Accidentally killed." LLANELLY. -SUDDEN DEATH.—An inquest was held before J. Rowlands, Esq., touching the death of Catherine Williams, aged 43 years, of Felinfoel, near this town. The deceased went to bed in her usual health last Tuesday morning, about 1 o'clock, and when her husband returned from his work at 6 o'clock, she was found dead.—A verdict, Died from natural causes" was recorded. Miss M. D. Hughes, of the Infant School, has won a certificate by Examination, at Stockwell College. SUNDAY CLOSING.—Petitions are being signed in favour of this Bill. PARK-STREET GRAMMAR SCHOOL.—On St. David's Day, the orthodox square college cap was introduced here by the master, Mr J. Evans, B.D. The Vicar addressed the school. WESLEYAN CONCERT.—A first rate concert was given by the Wesleyan choir, on Tuesday, at the Athenaaum, Mr Bythway conducting. The room was thronged, and the superior class of music performed was thoroughly appreciated. LENT SPECIAL SERVICES.—On Wednesday, the Rev L. M. Jones, preached at the Parish church, and on Friday, the Rev Rees, vicar of Llandybie. HUMAN NATURE.—Mr Burns, who visits Carmar- then next week, concluded his lectures on this broad subject. The longer Mr Burns stays in a town the larger becomes his audience. LLANYBYTHE R.—Mrs Davies, Highmead, has distributed amongst the poor on her estate, in North and South Wales, a lot of warm clothing. TALLEY.—We have to record the death of Richard Price Edwards, Esq formerly of Cwmdu, since of Tanygraig, in the parish of Talley, in this county, which took place on the 22nd February last, at the residence of his son, the Rev. Wm. Owen Edwards, the Vicarage, Aberayron. His earthly remains were brought to Talley churchyard, where the procession was met by the officers and members of the Fourth Carmarthenshire Rifle Volunteers, of which corps the deceased was honorary assistant surgeon since its first establishment in 1860. The deceased held the appointment of surgeon to the north district of the Llandilo-fawr Union for nearly twenty-four years, and discharged the duties of that office, as well ab those of a considerable practice, with attention and ability. He was respected and beloved in the neighbourhood of Talley, and all the principal inhabitants attended the funeral as a mark of respect to the memory of a valued neighbour. nl^iltDOVnitY. John George, of Liver- pool, and Philip Henry, Birkenhead, two tramps, were charged with begging. John George, was committed for seven days' hard labour: Philip Henry, was dis- charged and ordered to leave the town. ANOTHER Boy DROWNED.—On Friday evening last a boy named Timothy Richards, aged 4 years, and son of Thomas Richards, Dunwarren, near this place, was. setting night lines in the river Tivy, and by so doing his foot slipped and he fell into the water. He was followed down the river by some woman, and was seen at times to rise up hia head on the surface of the water and crying out for his mother. The next mornin, he was found diowned close to the place where the women had followed him. CARDIGAN. — TOWN COUNCIL.-A meeting was held on Monday. A letter was read from the authorities granting the Royal Reserves, of South Wales, permis- sion to drill at St. Dogmell's Battery, subject to the payment of the difference in the payment of the travel- ling expenses between St. Dogmell's, and the nearest station to their respective homes. Mr Daniel, and Mr Davies, were re-elected assessors, Mr Williams: and Mr Griffiths, were elected auditors. BRITISH SCHOOL.-It has been determined to build a new Schoolroom at Pendre, purchased for £380. Tha building will cost £800. On the 2-ith and 25th ult., a very interesting clerical meeting was held in the parish church of Liandysilio, which was crowded with devout congregations from its commencement to the end. Although the weather was cold and hazy, the parishioners were not dismayed, and dissenters of all denominations joined the church-going people, in keeping a holiday to the Lord. The beauti- ful prayers of our Church were read by the Revs. J. Griffiths, of Llanllwchairn, Rees of Llangranog, and Davies of Ciliau Aeron and powerful and eloquent sermons were delivered by the Revs. J: Williams, of Dafen, Evans of Covris, Morgan of Llanddewi, Powell of Trefilan, and Jones of Llanlihangel-ar-arth. In answer to our devout prayers, the Lord endued his ministers with righteousness," and made his chosen people joyful." During the morning service, a powerful appeal was made by the Rev J. Sinnett, of Bangor, on behalf of the Church Missionary Society, which was reponded to by, a liberal collection in aid of its funds. The celebrated choir of this church, under the leader- chip of Mr Evans, of Neuadd, gave the greatest satisfaction throughout and some good judges ac- knowledged that they never heard better singing in any congregation. Neither politics nor ritualistic practices were introduced here, nor anything that could give offence and the only topics displayed throughout were Jesus Christ, and the salvation procured by him. It was evident in all the services that the glory has not departed from the Church; and we hope that the im- pression made upon the consciences of many of the devout worshippers throughout the meeting may never be annihilated. All the farmers in the locality dissenters as well as churchmen, made ample provision for the entertainment of strangers and of the hundreds that came together, there was not one who was neglected. The general wish of the parishioners is to see another meeting of the same kind in the old parish chareb.- Communicated.

I PEMBROKESHIRE ASSIZES. r The Commission for holding the Spring Assizes for the county of Pembroke was opened at the Shire Hall, Haverfordwest, on Tuesday evening, before Sir Fitzroy Kelly, who arrived by the express train. His lordship was met at the Railway Station by R. Pavin Davies, Esq., of Ridgway, the High Sheriff for the county, and taken to his lodgings in a very handsome carriage, accompanied by a retinue of the county constabulary. On Wednesday morning, at eleven o'clock, his lordship attended divine service at St. Mary's Church, when the assize sermon was preached by the Rev. A C. Saunders rector of Magor, Monmouthshire. The business of the assiae commenced soon after twelve o'clock, The following comprised the Grand
